- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a separate written solicitation will not be issued. The solicitation number is PDF3100. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24. The North American Industry Classification System code is 334611, with a small business size standard of 500 employees. This project shall be completed within 90 days after award. Shipped F.O.B Destination with inside delivery. The United States Department of Agriculture, Agricultural Research Service, Beltsville Area, Beltsville, MD 20705 intends to SOLE SOURCE an award to Honeywell International, Inc., McLean, VA 22102, for Building Management System (HVAC) upgrade, replacing the existing dial-up modem with DNA modem at 9 locations. This is scheduled to be completed in 2 phases. Phase 1: Upgrading one Dell Pentium 4, PC with the following: Software ? MS2000 Server OS, MS SQL Server (3 CALs), EBI 5000 point Data Base, EBI Documentation Kit and Software, EBI Station Connection License, EBI Browser Connection License, EBI Building Management Interface. Programming: Honeywell will furnish all required programming labor to convert existing data files, color graphics, database(s), alarm management parameters, etc for the complete and operable systems. Training: Honeywell will furnish 8 hours of onsite operator training. Warranty: Honeywell will warrant the proper operation of the new hardware/software for a period of 1 year after beneficial use by end user. Phase 2: (Existing controller w/new modem) Replacing existing dial-up modem with DNA modem at 9 locations. The Honeywell System is proprietary and requires only Honeywell components for the upgrade. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1 Instructions to Offerors?Commercial Items; 52.212-2 Evaluation?Commercial Items; 52.212-3 Offeror Representations and Certifications?Commercial Items; 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; and 52.247-34 F.O.B. Destination. All offerors must include completed copies of 52.212-3 (Representations and Certifications). Contract payments - (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSER) Electronic Funds Transfer compliance with 31 CFR 208. To Facilitate EFT for contract payments, FAR clauses 52.232-34 and 52.232-35 (31CFR Part 208) requires the submission of information by the contractor to the payment office. As of October 1, 2003 and as outlined in FAC 2001, FAR part 4.11 ? Central Contractor Registration, all prospective merchants must be registered in the Central Contractor Registration database before an award can be made.
