Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI4109 and is being issued as a Notice of Intent (NOI). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The associated North American Industry Classification System (NAICS) Code 541710, which has a size standard of 500. National Institutes of Health (NIH) intends to procure vector salivary vaccine. This requirement is to continue a collaborative research study on Leishmania between NIH and developmental services from Centro de Pesquisa Goncalo Moniz, Fundacao Oswaldo Cruz, Universidade Federal da Bahia, Salvador, Bahia, Brazil. NIH will purchase animals and contract services to perform experiments with dogs in endemic areas of Leishmaniasis. The main objective is to identify natural salivary antigens, vaccinate dogs with the identified molecules and expose these dogs to infected sand flies under natural conditions. We will test if the vaccine can reduce the incidence of visceral Leishmaniasis in dogs and consequently humans. The following detailed services are required: 1) purchase of the dogs and care of the animals which consist of the purchase of 150 dogs to be housed and cared for the period of 1 year; 2) Immunization of dogs with constructs of DNA derived from salivary proteins of Lu. longipalpis according to approved animal protocol; 3) Measurements of Immune response of dogs against salivary proteins; A) DTH in dogs to verify DTH reaction against salivary proteins; B) Reverse transcription PCR analysis; C) Antibody levels against salivary proteins from Lutzomyia longipalpis with anti-sand fly saliva serologic test Elisa will be performed; 3) Testing salivary vaccines candidates in dogs which will be immunized with cDNA vaccine or with non recombinant plasmids; 4) Determine the transmissibility of L. chagasi from immunized dogs to uninfected sand flies; A) Aspirative biopsies from the spleen; B) Xeondiagnosis, dogs will be placed into individual cages sheated in sand fly netting; 11) And other related tasks an testing as required by project officer. This service is to begin September 27, 2004 thru October 1, 2005. The government will award a fixed price purchase order to the responsible contractor. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) September 24, 2004 to Tonia Alexander.
