Description
The US Department of State intends to enter into negotiations with IBM Business Consulting Services for ad-hoc analysis, studies and presentations related to a Cost of Service study prepared in December 2003 by IBM. The Ad-hoc analyses required may include examination of the legal, policy and the financial impact of collecting new fees for the Bureau of Consular Affairs. The vendor is required to have a specialized knowledge of consular services and processes, knowledge of the Department?s budget process, knowledge of Activity Based Costing methodology, knowledge of the Bureau of Consular Affairs accounting code structure, knowledge of the Bureau of Consular Affairs? databases, including the Consular Workload and Statistics System (CWSS) and knowledge of the legal and regulatory basis of user fees. This highly specialized service requires knowledge of the consular fee structure, worldwide consular services and processes, and consular data sources. The resultant follow-on contract is projected to be for a period of twelve months. All responsible sources shall respond by submitting a written narrative statement of capability, including detailed information demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Response to include hourly rate pricing for senior manager (40 hours), manager (160 hours), and consultant (160 hours). Failure to submit the documentation will result in the govenment proceeding with the negotiations. Time due for receipt of responses is 1:30 p.m. on September 20, 2004. Response to be submitted electronically to CareyDA@state.gov If no responses are received the negotiations will begin and be awarded under the auspices of 41 USC 253(c)(1).
