- Opening Date: 15 September 2004 Closing Date: 14 October 2004 ANNOUNCEMENT W912GB-04-R-0059 for ENVIRONMENTAL A-E SERVICES for the 100th AREA SUPPORT GROUP DIRECTORATE OF PUBLIC WORKS GRAFENW?HR, GERMANY 1. GENERAL INFORMATION: The U.S. Army Corps of Engineers, Europe District, hereby solicits for an Environmental A-E Services Indefinite Delivery Contract (IDC) to be procured in accordance with the Brooks Act (Public Law 92-582) and Federal Acquisition Re gulation Part 36. It is anticipated that one IDC will be negotiated and awarded in the first quarter of 2005 with a contract period not to exceed three years. The amount of work in the contract will not exceed $3,000,000 with a maximum amount per task or der of $1,000,000. Work will be issued by negotiated firm-fixed-price task orders not to exceed the maximum limit. The Europe District may have other similar contracts for the 100th Area Support Group (ASG). Contractors will be afforded a fair opportuni ty to be considered for each task order. The 100th ASG will consider the following factors when selecting a contractor for a task order: uniquely specialized experience, performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, and equitable distribution of work among the contractors. 2. PROJECT LOCATION: Multi-disciplined A-E services are required for environmental related projects in and around Grafenw?hr, Vilseck, Hohenfels and Freihoelser Forst (Amberg) in support of the 100th ASG. Projects will be primarily within the 100th ASG's area of responsibility however services may be required anywhere in Germany. 3. REQUIRED SERVICES: Multi-disciplined A-E services are required for environmental studies (e.g. sanitary landfill studies, soil and groundwater contamination studies), the design of environmental compliance projects (e.g. sanitary landfills, contaminate d site clean up), and the supervision of sanitary landfill rehabilitation projects. Experience in rehabilitation of sanitary landfills, erosion control, and geological and hydro-geological studies are also required (e.g. groundwater studies and groundwate r sanitation). Experience with hazardous substances in buildings, sampling, analysis and inventory is required. Demolition design and supervision of excavation and disposal management are required. Establishment of pollution prevention management plans and performance of pollution prevention site inspections are required. Asbestos surveys and abatement design are required. Experience with Geographic Information System (GIS) is required. Auftragsbautengrunds?tze (ABG-2) coordination experience with Ger man authorities is required. 4. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria a. through f. are primary. Criterion g. is secondary and will only be used to break ties between firms that are considered to be essentially techn ically equal. a. Specialized Experience and Technical Competence: 1) Firms must demonstrate the specialized experience and technical competence of the prime firm, joint venture partners, consultants, subcontractors and/or free-lance associates within the last five years in the types of projects specifically indicated abo ve in paragraph 3. Project descriptions should demonstrate experience relevant to this announcement. Firms must have experience in Germany. 2) Firms must provide in Blocks D and H of the SF 330 a management plan that addresses, as a minimum, the firm's approach to project management, organization and lines of supervision and communication, and coordination of disciplines and, if applicable, co ordination with subcontractors or consultants and joint venture partners. The submittal should indicate what firm is responsible for each item of work, the interdisciplinary and interoffice communication and supervision process, and the procedure to ensur e high qualit y products and services, within cost limitations and in strict compliance with performance schedules. b. Qualified Personnel: Firms must identify the qualifications of the following key personnel: project manager, quality control officer, civil engineer, environmental engineer, environmental scientist, hazardous materials expert, industrial hygienist, hydr ogeologist, geologist, biologist, botanist, chemist, zoologist, archeologist, historian, soil specialist, tree expert, aerial photogrammetrist, geographic information systems manager, construction inspector, and cost estimator. The evaluation will conside r the education, training, certification, overall and relevant experience and longevity with the firm for all key personnel. The firm's staff must be capable of certifying that all work is in compliance with applicable U.S. and German laws and legal requi rements, technical criteria and regulations. Valid registration (Bayern Landesamt f?r Wasserwirtschaft) as an expert according to ? 18 BBodSchG (Federal German Law for Soil Protection and Abandoned Sites) is required. c. Past Performance: Firms must provide evidence of past performance, including specific recent examples, on U.S. Government, Department of Defense, and other contracts with respect to working within project budget and cost constraints, providing quality p roducts and services, and complying with performance schedules. d. Capacity: Firms must demonstrate the capacity and capability to perform at least three task orders simultaneously. The evaluation will consider the experience of the firm and any joint venture partners or consultants in similar projects and the availab ility of an adequate number of personnel in key disciplines. e. Knowledge of Locality: Firms must demonstrate knowledge of the locality and familiarity with the 100th ASG's area of operations, and knowledge of U.S. and local German laws and legal requirements, technical criteria and regulations. f. Format Compatibility: Firms must demonstrate the capability to provide all studies, analyses and technical specifications in a word processing format 100 % compatible with Microsoft Word version 2000 and all spreadsheets in a format 100% compatible with Microsoft Excel. All project plans must be in a format 100% compatible with Bentley Systems MicroStation, version 8. g. Geographic proximity: Firms located in the general geographic vicinity of the 100th ASG's area of responsibility will be given preferential consideration if this criterion is used. 4. SUBMISSION REQUIREMENTS: Firms that have the capability to perform this work are invited to submit one hard copy and one CD copy of Standard Form 330 for the prime firm and all joint venture partners and consultants, including free-lance associates, to the below address not later than 1600 Central European Time on the closing date of this announcement. Firms responding to this announcement after the closing date and time will not be considered. Each firm identified as part of this contract including free-lance associates must complete a separate Part II of the SF 330. Firms may be rejected for incomplet e or missing SF 330s. Part II must show only the office or offices that are intended to have a key role in the contract. Blocks E and G of Part I must include only individuals proposed to perform the anticipated work, including all subcontractors or cons ultants, in the appropriate columns, and should not include persons that will not actually do the work. Block E must clearly show if individuals are full-time, consultants or free-lance. Do not include promotional brochures, advertisements or other extra neous material in a submission. This is not a request for proposal. Include the firm's point-of-contact, email address, telephone number and facsimile number in the submittal. 5. SPECIAL NOTE: Firms sending submittals from outside Germany via air courier or postal service should state the content value to be no cost or zero cost. If a monetary value is indicated on the package, the package may be delayed due to customs clearan ce. The Europe District is not responsible for any delays that result in late receipt of submittals. Be aware that heightened security measures may delay access to the Europe District in the Amelia Earhart Center; therefore early delivery of submittals i s advisable.
