Description
The US Army Corps. of Engineers, New York District is seeking interested contractors, to include but not limited to Small Business Administration (SBA) certified contractors who are either an 8(a) firm, a HUBZone small business concern, a veteran-own ed small business concern, a service-disabled veteran-owned small business concern, a small disadvantaged business concern, or a woman-owned business concern, that may be interested in providing a proposal under an RFP for a future award of a Job Order Con tract (JOC) for the Seneca Army Depot, Romulus, New York, which is presently under the Base Realignment and Closure (BRAC) 95. Business firms in the local vicinity are encouraged to participate and reply. The duration of the JOC, if awarded, shall be for one (1) base year with four (4) option years (if exercised) for a total ceiling amount of approximately $5.5 Million. The prospective award shall be considered under the Best Value Continuum, IAW FAR Subpart 15.101-1, Tradeoff Process. A mandatory evalua tion factor under the Source Selection Process shall be that the offerors must consider local hires within the local vicinity of the depot, IAW DFARS 226.71. Further, consideration shall be given to Government employees adversely affected by closure of th e installation, IAW DFARS Subpart 226.72. The Job Order Contracting system is based on a competitively bid indefinite delivery-indefinite quantity (IDIQ) contract between a facility owner and a construction contractor. The JOC includes a comprehensive col lection of detailed repair, maintenance and minor construction task description or specifications, units of measure and pre-established unit prices for each of these discrete tasks. Each project or job ordered under a JOC is normally comprised of a number of predescribed and prepriced tasks. All interested parties replying to this survey must provide the following: 1. Firm's name and bio, 2. Size representation/SBA certification, 3. CCR number, 4. Experience in following -- management team, construction , JOC, and source selection process.
