Description
By way of this notice and in accordance with FAR 6.302-1, the Chicago District, U.S. Army Corps of Engineers announces its intention to award a sole source contract to the UNIVERSITY OF ILLINOIS at Urbana-Champaign, IL for the development of a habita t profile for Asian Carp in the Illinois River System and Chicago Sanitary and Ship Canal. The Contract will require the contractor to define the habitat of the Carp in the Illinois River System both above and below the barrier and through GIS pinpoint th e most likely area that the Carp would habitat. Under a previously Sole Source acquisition to University of Illinois, the organization was responsible for monitoring and evaluating at the Electric Fish Barrier to Prevent the Dispersal of Aquatic Nuisance Fishes to include the Asian Carp. The University was a principle in the design of the assessment program and performed the assessment and evaluation of the barrier. They are uniquely familiar with the operation of the barrier and how to assess the operat ion. In addition, their affiliation with the Illinois Natural History Survey, makes them experts on the Illinois waterway. The long history of working on the Illinois waterway means they understand the navigational patterns and procedures and have traine d personnel on staff to navigate the waterway while conducting sampling for the project. Therefore, we consider this acquisition to be available from one source (University of Illinois). The contract projected performance period is approximately 12 mont hs. It is anticipated that the resultant contract will be firm-fixed price. This notice is NOT a Request for Proposals; therefore, NO solicitation documents will be issued. Award is anticipated on or about 27 September 2004.
