NA DESCRIPTION: This is a combined synopsis/solicitation for a commercial type GPS and IMU System units/equipment prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote being requested. Solicitation No. 201814Q038 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. This acquisition is 100% set-aside for small business. The NAICS Code number is 423690. The small business size is 500. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. BACKGROUND: The U.S. Fish and Wildlife Service, Division of Refuges/Planning, 500 Gold Ave, SW, Room 4021, P.O. Box 1306, Albuquerque, New Mexico 87103 requires a GPS (Global Positioning System Receiver and an IMU Inertial Motion Unit. The solicitation is for the GPS and IMU Units ONLY for this project. Equipment to be delivered around January 30, 2004. GENERAL DESCRIPTION: Item 1. GPS (Global Positioning Unit) System Equipment must be able to collect decimeter level positional accuracy of an aircraft without the need for a base station. The GPS Receiver must have ability to acquire and integrate OmniSTAR's HP satellite technology. Specifications are required to meet existing equipment and system integration needs. SPECIFICATIONS: (1) Decimeter-level positional accuracy without the need for a base station; (2) Ability to integrated OmniSTAR's HP satellite technology; (3) Three RS-232 serial ports capable of 230,400 bps; (4) Shock and dust resistant enclosure waterproof to 1EC 60529 1PX7; (5) Ability to eliminate affects of multipath. Reference to specifications NovAtel ProPak-LBplus GPS Receiver, equal to or exceeding minimum equipment needs requested. Item 2. IMU (Intertial Motion Unit) equipment must be able to collect altitude measurements of aircraft (tilt, tip, and yaw). Data output of this system is required to 100 Hertz. The specifications are required to meet existing equipment and system integration needs requested. SPECIFICATIONS: (1) Output of 100 Hertz raw data; (2) Ability to time referenced associated GPS data; (3) Single cable connection to compatible GPS Receiver for power and communication interface; (4) Compact enclosure for use in limited spaces. Reference to specifications NovAtel IMU-G2, or equal or exceeding minimum equipment needs requested. Require complete descriptive literature and technical data with specifications of equal to items for comparison. Delivery to include inside delivery to the address listed below on the fourth floor of building. Total price must include FOB Destination (delivered price), which will include delivery to the U.S. Fish and Wildlife Service, Division of Refuges/Planning, 500 Gold Ave, SW, Room 4021, Albuquerque, New Mexico 87102. Total price must also include all applicable federal, state, and local taxes or fees. Note: POC to be contacted 24 hours prior to delivery. Any discounts should be listed on your quote. Include warranty terms and conditions. Delivery must be made on weekdays excluding federal holidays, between 8:00 a.m. and 2:00 p.m. local time. FAR 52.212-02 Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation, based on technical data, price, and past performance.; FAR clauses can be accessed at the following websites: http://www.arnet.gov/far and http://www.doi.gov/pam/pamare. Vendors wishing to respond to this combined synopsis/RFQ should provide this office with the following: price quote less discounts with correct remittance address, and a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
