- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a requset for quotation under solicitation number M6700104Q0065. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The NAICS code for this procurement is 811310. This solicitation is unrestricted, and the government intends to only make one award. The purpose of this solicitation is for a maintenance service contract to perform preventative maintenance and repair of Uninterrupted Power Systems (UPS) at Camp Lejeune, NC for the period of 01 October 2004 through 30 Sepember 2005. The contractor shall provide to the Government uninterrupted power source ! preventive maintenance services. Services shall include: 1. Perform Temperature Check on all breakers connections, and associated controls. Repair and/or report all high temperature areas. 2. Perform a complete visual inspection of the equipment including sub assemblies, wiring harnsses, contacts, cables and major components. Check air filters for cleanliness. 3. Check modules completely for the following: (a) Rectifier and inverter snubber boards for discoloration (b) Power capacitors for swelling or leaking oil. (c) DC Capacitor vent caps that have extruded more than 18? (d) Record all voltage and current meter readings on the module control cabinet or the system control cabinet. (e) Measure and record harmonic trap filter currents. 4. Inspect the inverter and rectifier snubbers for burned or broken wires. 5. Measure and record phase-to-phase input voltage and currents. 6. Review system performances with project manager to address any questions and to! schedule any repairs. 7. The Contractor shall provide unlimited telephone technical support 24 hours a day, 7 days a week. NOTE: PREVENTIVE MAINTENANCE USUALLY REQUIRES A SHUTDOWN TO ENSURE ELECTRICAL CONNECTION INTEGRITY. Contractors must be registered in the CCR (Central Contractor Registration) database. Lack of registration in the CCR will make contractors ineligible for award. As a condition of contract award, the Contractor agrees to implement the Department of Defense web-based software application, called Wide Area Workflow Receipt and Acceptance (WAWF-RA). This application allows DOD vendors to submit and track invoices and Receipt/Acceptance documents electronically.
