- NAICS Code: 611430 THE PURPOSE OF THIS MODFICATION IS TO POST THE FOLLOWING QUESTIONS AND ANSWERS: Q1:The RFQ states that the period of performance is September 20-September 23, 2004. Can you clarify what this means? A1: The period of performance is the three days of the workshop. Q2: What behavior besides conflict management do you want to assess, train and help the employees develop? A2 Any behaviors which help contribute to the organization's developmental climate. Q3: Is the climate survey already completed? A3: The climate survey is not already completed. Q4: Do you want the consultant to provide the climate survey as well as the 360 feedback? A4: Yes Q5: Of the 39 employees, how many are managers/supervisors/team leaders? A5: Approximately 5-8 persons. Q6: What is the overall goal of the ORIA/R&IE as it relates to this project? A6: As described in the Statement of Work, ORIA/R&IE is looking to improve the organization's developmental climate. Q7: What specific behavior changes would the ORIA/R&IE like to see as a result of the assessment and training? A7: The Contractor shall focus the workshop on concrete behaviors of individuals including the facilitation of conflict management, steps in creating positive behavior patterns, and role playing sessions based on real-life scenarios. Q8: Is it possible for the 360 feedback instrument to be administered on line? A8: Yes. Q9: In particular, behavioral-based, skill building" development encompasses a broad area. Does the EPA have specific needs to develop the following skills among its employees: leadership, management, and supervisory skills, listening skills for understanding and building effective work relationships, speaking and writing skills to communicate and influence, self-management skills including understanding one's own personality and underlying tendencies, meeting management skills, using disagreement to solve problems and create new ideas? A9: Yes. Q10: Do the 30 employees of the ORIA/R&IE need to perform as 1 or more teams for the mission of the ORIA/R&IE to be accomplished? A10: As stated in the Statement of Work, the training will be conducted for 39 ORIA/R&IE employees. At various times, ORIA/R&IE employees must perform both as individuals and as a team to accomplish their mission. Q11: Is there an incumbent service provider who has provided a 360 assessment, training, and development process? A11: No. Q12: Does the EPA want to prepare a customized behavioral assessment or utilize an off-the-shelf tool? A12: EPA would like to utilize the most effective, and comprehensive training tool available which conforms to the Statement of Work. Q13: Does the ORIA/R&IE organize work around projects, and are project management processes used? A13: Yes. Q14: Is managing change a need for the EPA's ORIA/R&IE employees? A14: Yes. Q15: Are proposal response to be provided via hard-copy mail or email? If by hard-copy mail, to what address are responses to be sent? A15: As stated in the Request For Quote, please submit all technical and cost proposals via email to the Contracting Officer and the COTR. Q16: Can you tell us if it is or if there is an incumbent contractor for this course? A16: This is a full and open solicitation and there is no incumbent contractor for this effort. Q17: We offer a 360 degree feedback workshop utilizing the Leadership Practices Inventory - does the EPA use a specific assessment that you require us to use for this course? A17: No. Q18: Finally will you accept an email bid? A18: As stated in the Request for Quote, please submit all technical and cost proposals via email to the Contracting Officer and the COTR. Q19: In the RFQ, it is noted that the 360's are non-anonymous. Do you mean that each individual will know exactly who responded and what was said or that the individual will know what was said and so might his/her supervisors? A19:Yes.
