- The Environmental Protection Agency intends to negotiate on a sole source basis with the University of Delaware. The requirement is for the charter of a ship to convey and support a team of scientists to selected coastal marine coordinates roughly between Maine and North Carolina over an approximate twenty day period presently planned for June - July 2005. The contractor shall: 1) Provide the vessel, crew, food, fuel, accommodations, and logistical support to identify and occupy EPA listed sampling stations in the designated coastal area. This list of stations is to be identified by latitude and longitude coordinates and accompanied by an approximate schedule of activities in a cruise plan to be delivered to the vessel manager at least two weeks before mobilization. The scientific party provided by the EPA will consist of four to six personnel. 2) Provide GPS navigation and station keeping capacity to ascertain station locations and occupy same vessel for sampling operations. 3) Provide general logistical support for the survey and sample collection operations from the research vessel, e.g. deck equipment and its operation for sampling equipment deployment and retrieval and safe frozen storage of samples. Also CTD and sampling bottles, hard copy and electronic records and graphs of hydrocasts and the services of an on board technician. Additional back-up sampling equipment (CTD, Niskin bottles, filtration equipment, sample containers) operation of same, sample processing and record keeping will be the responsibility of the EPA chief scientist and scientific party. 4) Departure and return will be from Lewes, Delaware. All elements of the survey will be subject to adjustment in the event of personnel or equipment problems or unsafe weather conditions. In such event, the vessel manager and EPA project officer will mutually establish an alternative cruise schedule appropriate to the needs of this project. EPA research indicates University of Delaware is uniquely qualified to meet this requirement. Any firm believing itself capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the point of contact within 15 days (before September 29, 2004 at 12:00 PM EST) of electronic posting of this notice. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 12, Commercial Items. The applicable NAICS code is 483114.
