Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number HQ0006-04-010 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18, dated 19 July 2004. (iv) This procurement is sole-source to a large company. The associated NAICS code for this acquisition is 334220. All responses from responsible sources will be fully considered. (v) This requirement is for the purchase of 50 each, Commercial-Off-The-Shelf (COTS) FNBDT Office/Secure Terminal Equipment (STE), Office Terminal (ISDN/PSDN), NSN# 5810-01-459-6441. It is the Government?s intent to award a contract on a sole-source basis to L-3 Communication Corp, 1 Federal Street, Camden, New Jersey, 08103-1004. The estimated value of this procurement is $112,050. This synopsis/solicitation is for COMMERCIAL ITEM: CLIN 0001, FNBDT Office/STE, Office Terminal (ISDN/PSTN) NSN# 5810-01-459-6441. (vi) The requirement is for an office/STE that provides encryption of voice and data for digital and anolog networks in a single integrated package, that is backward compatible with STU-III and PSTN connectivity. The terminal must be NSA certified at classification levels ranging from unclassified through TS/SCI. (vii). Delivery is FOB Destination. Acceptance is at government site. (ix) Solicitation Provision FAR 52.212-2, Evaluation Commercial Items (Oct 2003) is hereby incorporated, the evaluation factors are technical, price, and past performance. Technical is more important than price which is more important than past performance. The government will make a determination of best value based on the evaluation factors cited. (x) Contractors are reminded to submit a complete copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with their quote, if readily available.
