Description

The Defense Threat Reduction Agency (DTRA) intends to negotiate with the National Council on Radiation Protection and Measurements (NCRP) for a five year contract in support of the Nuclear Test Personnel Review Program. The DTRA NTPR Program supports military personnel (veterans) and DOD civilian employees identified as participants in U.S. atmospheric nuclear tests. Pursuant to Public Law 108-183, this effort will include the establishment and sustainment of an advisory committee for review and Oversight of the DTRA Dose Reconstruction Effort by an independent source with no relationship to DTRA or the Veterans Administration mission who is publicly accepted and credible with veterans and Congress. In addition, this independent source has proven expertise in the broad scientific disciplines described in Public Law 108-183 which are required to perform and review dose reconstructions and the ability and existing capability to draw and select from an outside pool of credible experts. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
