Description
Operational Contracting, US Air Force Academy intends to award a sole source purchase order utilizing simplified acquisition procedures to Environmental Systems Research Institute (ESRI), 380 New York Street, Redlands, CA 92373 for purchase of an Academic Software Site License. The following are primary reasons for this sole source procurement, for which only one responsible source will satisfy the Air Force Academy?s requirement: a. The Geospatial Information System section within the 10th Civil Engineer Group has been using ESRI software since their initial development five years ago. All of the new mapping and client specific applications have been developed using the ESRI line of software products. In addition, all current applications under contract are being accomplished using ESRI software. b. The Dean of Faculty?s Geography Department also uses the current ESRI Academic Site License for teaching all Geographical Information System coursework to the Cadets. In addition, they also develop specific GIS client applications in support of Cadet coursework and other GIS users on the Academy. c. Software standardization between the 10 Civil Engineer Group, DFEG, and the entire USAF Academy is extremely critical. Compatibility of software allows GIS data sharing between all agencies on the Academy, and will continue to support GIS development in the future. d. The Air Force Civil Engineering Automated Strategic Plan states, ?Geospatial Information Systems software must be compatible with all DOD Federal and Non-Federal agencies.? The software included in this Site License meets this requirement. Award of this contract to another company will jeopardize the performance of our mission by making all our existing GIS data non-usable. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. Interested persons may identify their interest and capability to meet this requirement. This Notice of Intent is NOT a request for competitive proposals. If no response is received by September 22, 2004 to the effect that comparable supplies and/or services are available that would be more advantageous to the Government than obtaining these supplies and or services though a sole source procurement with Environmental Systems Research Institute a sole source award will be made.
