- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement and addendum constitute the only solicitation; quotes are requested and a written solicitation will not be issued. (ii) Solicitation F113AF42570300 is issued as a request for quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The RFQ and incorporated provisions and clauses are those in effect through FAC 09. (iv) This RFQ is not a set-aside acquisition. The NAICS code for this industry is 238390 and associated small business size standard is 500 employees. (v)This requirement is for the supply, delivery and installation of furniture (See Addendum 01 for CLIN structure, item listing, specifications and quantities). Furniture shall be installed and ready to use. A one year labor warranty is required. Offerors should complete and submit the pricing matrix contained in Addendum 01, which shall be used to establish contract prices. (vi) Drawings are included for contractor convinence. (vii)Place of delivery for acceptance and FOB point is Andersen AFB, Guam 96543. (viii) FAR clauses: 52.212-1, Instructions to Offeror-Commercial Items and FAR 52.212-2, Evaluation-Commercial Items apply to this acquisition and are provided, See Attachment 01. (ix)The Government shall make an award to the responsible offeror whose offer conforms to solicitation requirements and will be most advantageous to the Government using factors from FAR 52.212-2. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. (x)Offerors are reminded to include completed Offeror Representation and Certifications, FAR 52.212-3, see Attachment 02. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) Product and labor warranty information shall be provided with quote. (xiv) A Defense Priorities and Allocations System rating does not apply to this acquisition. (xv) A site visit is scheduled for 21 Sep 04 (local time). Potential contractors must contact this office, no later than 20 Sep 04, 12:00 PM (local time) to submit base access paperwork. Quotes are due by 24 Sep 04, 4:00pm, Eastern daylight time/ 6:00 AM , 25 Sep 02, Guam local time. Quotes shall be submitted by fax (671-366-1741) or e-mail (marie.rivera@andersen.af.mil).
