Description
The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for repair of Trailers with ECUs (Environmental Control Units) and Generators manufactured by DHS Systems. This equipment was returned from Iraq recently and requires maintenance, repairs, and replacement of missing items. Equipment must be repaired to 10/20 standa rds. There are eleven (11) trailers with generators and ECUs to be repaired. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with DHS Systems located in Orangeburg, NY. The basis for restricting competition is that DHS Systems manufactured the original equipment and is believed to be the only source who can manufacture the re placement parts to be compatible with the original products. Further, there would be duplicative cost to the Government to utilize another source to satisfy the Governments requirement. NAICS code for this procurement is 335312 and the small business si ze standard is 1000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and s olicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished i n sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely w ithin the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer, DHS Systems. Responses are due by 24 September 2004, 4:00 p.m. (CST).
