- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase specialized test equipment on a sole source basis from Fischer Custom Communications, Inc., 20603 Earl Street, Torrance, CA 90503-3008. The items being purchased are as follows: quantity of (3) each, 2 MHz Damped Cosine Pulsers, Pulser Output pulse voltage greater than or equal to 15 kV, Waveform Damped Cosine, Frequency 2 MHz, Risetime 12 ns, Ring down to 0 V 8 ? 12 cycles, Weight less than or equal to 25 pounds, Size ( H x W x D) less than or equal to 12 inches x 20 inches x 20 inches; quantity of (2) each, 3 inch Inside Diameter Coupler 3 inches ID, matched to pulser. A sole source procurement is necessary because the specialized test equipment is used in Pulse Current Injection (PCI) testing onboard ships with a Nuclear Electromagnetic Pulse (NEMP) and the pulser must meet the minimum specifications above and the coupler must be matched to the pulser. Award is to be made under simplified acquis! ition procedures in accordance with FAR Part 13 on an all or none basis. The closing date is 20 September 2004, 2:00 p.m. EST. Anticipated award date is 24 September 2004. Required delivery date is 5 months after award of order. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE. The Government will award a purchase order from this announcement to Fisher Custom Communications. All responsible sources may submit their quote by e-mail in Microsoft Word format to XDS13@nswc.navy.mil. E-mail should reference N00178-04-Q-3066.
