Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to contract with Outstart, Incorporated, for a four-month, interim effort to support the Navy's Learning Content Management System (LCMS). The Outstart Evolution software application was selected in 2002 to serve as the Navy's LCMS. The LCMS is the keystone software application enabling learning content management and content reusability within the Navy's Integrated Learning Environment (ILE). Under the proposed four-month contract, the Navy will procure engineering, technical, and training services to support the Navy?s operation of the Outstart Evolution application and its integration into the ILE. These services will enable tasks such as, but not limited to, integrating the Evolution LCMS with existing and planned Learning Management Systems and databases, data preparation, ingestion of objects, personnel training in operation and administration of the LCMS, troubleshooting assistance, problem resolution, and general support for the LCMS. FISC Norfolk Detachment Philadelphia intends to negotiate on a sole source basis with Outstart, Incorporated, for this requirement under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), as a sole source acquisition under the authority of the test program for certain commercial items. This firm is considered the only source capable of providing services which meet all of the Navy's requirements by the required start date of 25 Sep 04 as they are the current vendor supporting their proprietary Evolution application. No other sources are considered capable of providing the necessary support services, which include software upgrades, as well as test and evaluation of software code. Interested parties may identify their interest and prove their capability to respond to this requirement for Outstart Evolution support services. This notice of intent is NOT a request for competitive proposals. However, all information received by 20 Sep 04 will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement (including a possible longer-term effort after this four-month interim requirement). A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received.
