Description

The Social Security Administration (SSA) intends to negotiate solely with Gelco Information Network GSD, Inc., 1860 Michael Faraday Drive, Suite 150, Reston, VA 20190-5304 for the purchase of Integration Manager software, version GTM 8.1 and the annual software maintenance under the authority provided in Federal Acquisition Regulation 13.106-1(b), as the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. The software includes: license for the product, XML data definitions, data warehouse data schema, and source code for parser. Gelco Information Network GSD, Inc. (GELCO) is the only known vendor source capable of providing the Integration Manager software an application designed to work in conjunction with Gelco Travel Manager--a proprietary application developed by GELCO that SSA currently uses. Gelco Integration Manger is the only known source with an on-line real-time processing capability to interface with both a data warehouse and current SSA accounting systems. GELCO Integration Manager provides a method of reducing ongoing integration support costs associated with both a data warehouse and the SSA accounting system. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, experience, and other pertinent data (including GSA Schedule information). Pricing data may be submitted. This is not a request for proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of an evaluation of the information received. No contract award will be made on the basis of responses received. Responses to this notice should be submitted by September 22, 2004, 3:00 p.m. Eastern time and should refer to GELCOCS0904. The size limitation for email attachments is five megabytes per individual email message. If after September 22, 2004 no viable responses have been received in response to this announcement, SSA shall initiate negotiations solely with Gelco Information Network GSD, Inc.
