Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ) with provisions and clauses applicable through 9-17-04. Supplies/services requested: 1) 5-year membership of a development consortium for Aquaculture Compendium and similar membership for Forestry Compendium; and 2) Includes a membership on a steering committee that directs the continuing development of annual revisions of the compendia. Membership will afford the Government the opportunity to ensure that the publication meets Agency needs for knowledge management in these areas. Copies of compendium shall be submitted to USAID, Ronald Reagan Building, 1300 Pennsylvania Avenue, EGAT/NRM/LRM, Room 2.11-091, Washington, D.C. 20523. The following clauses pertain to this RFQ: FAR 52.212-1, Instructions to Offerors -- Commercial FAR 52.212-2, Evaluation-Commercial Items FAR 52.212-4, Contract Terms and Conditions -- Commercial Items FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items A copy of Offeror Representations and Certifications -- Commercial Items must be provided pursuant to FAR 52.212-3. Evaluation Criteria: 1) Technical (70%) - a. How well the product/service meets USAID's needs (60%); and b. Copy of Subscription with description (10%); 2) Price (20%); and 3) Past Performance (10%) - No more than three relevant examples of past performance must be submitted within the last three years.
