All requests for approval are directed to the Small Business Source Development Office, OC-ALC/BC, POC Joe Roop at (405) 739-7243 in the form of a Source Approval Request (SAR) package. In addition to reviewing the SAR package, the Engineering Support Activity (ESA) will usually require a site visit to verify the contractor's capabilities and quality systems. Overhaul Source Approval decisions are made by the Engineering Support Activity (ESA) for the item. In the case of F15 Constant Speed Drives and all other aircraft accessories, the responsibility lies with OC-ALC/LGBE, (405) 739-8578. The method of evaluation will be a Technically Acceptable Price/Past Performance Tradeoff (TAPPT) for this requirement. Transportation will be evaluated. Delivery will be 45 days after receipt of repairable at the contractors facility. Note 23 applies
