Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. W912CZ-04-T-0125 is being issued as a Request for Quote, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-24. This acqu isition is reserved for small business concern. The associated NAICS code for this acquisition is 325188 small business standard size is 1,000 employees. Line Item 0001: Potassium Permanganate used for oxidizing in water for the Water Treatment Plant, Qua ntity 475, 55 Lbs Drum Line Item 0002: Sodium Carbonate, 50 lb Container. STATEMENT OF WORK (SOW) for Potassium Permanganate and Soda Carbonate Contractor shall provide all transportation and other necessary materials to supply this requirement for the W ater Treatment Plant, Bldg 3565, Fort Wainwright, AK. The contractor shall also pick up empty drums/containers from the same Bldg location when full drums/containers are delivered. A) Approximate consumption will be approximately 416 to 475 drums, and 1, 500 to 2,000 containers, respectively. B) The contractor will be notified telephonically when an estimated 40 or more empty drums and over 100 empty containers are on hand at the Water Plant, Bldg 3565. Upon notification, the contractor shall within four (4)-calendar days, to deliver fulls drims/containers and remove the empty drums/containers. C) All pick up and delivery under this contract will occur between 0800 and 1400 hours Monday thru Friday, and no delivery on Holidays. D) Names of persons authori zed to place calls under this contract will be provided in the award. E) Upon initial delivery for the first time is at least 48/198, drums/containers, respectively, the Water Plant will provide the empty drums/containers in exchange for the full drums/co ntainers for each delivery thereafter. F) Since empty drums/containers will be exchanged for full drums/containers, it is requested that this contract be offered without a deposit charge for totes. The following provisions in their latest editions apply t o this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitat ion will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price, delivery and technical capabilities. Delivery and Technical is equal to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, t he Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of FAR 52.212-3, Offerors Representati ons and Certifications-- Commercial Items, with their quotes. Offeror shall include a completed copy of DFARS 252.225-7000, Buy American Act Balance of Payments Program Certificate, if applicable.
