This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13. The announcement number is N00406-04-T-2804. This solicitation is issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code for this acquisition is 334519, with a small business standard size of 500 employees. Please identify your business size in your response based upon this standard. The requirement is for two(2) each, Signal Mobilyzer Dynamic Signal Analyzer with the following specifications: 1 each, DSP Centric Signal Processing Hardware, 32 Inputs, 1 Output. The system is portable data acquisition and analysis system that is used aboard submarines to diagnose structureborne problems (machinery and other devices). The analyzer processes the vibration signal and converts it into a 24-bit digital signal (number) and also converts this time series information into the frequency domain for analysis. Occasionally, up to 128 channels of vibration data need to be acquired and analyzed. This is accomplished by linking together individual 32-channel Data Physics analyzers. The equipment will be delivered to Puget Sound Naval Shipyard, FOB Destination, 4-6 weeks after receipt of order. This requirement will be negotiated on a sole source basis with Data Physics, per FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. This RFQ and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil. Electronic submission of quotes is available through the NECO website. Vendors must be approved and registered in Central Contractor Registration (www.ccr2000.com) before award can be made. Responses are due by 23 September at 12:00 Noon PST.
