- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) and the solicitation number is M6700104Q0068. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The proposed acquisition is a small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 442299 and the small business size standard is $5 Million. It is the Marine Corps intent to purchase an interior decorating package for two messhalls ? RR3, located at Stone Bay, NC and 521, located at Marine Corps Base, Camp Lejeune, NC. This package shall have a USMC historical motiff and shall include the following: Item #0001 ? small decorative picture frames, 22?x24?, approximately 74 ea; Item #0002 ? framed USMC historical images, 22?x24? and 14?x29?, approximately 37 of each size; Item #0003 ? painting of 2 ea large oil painting, subject to be a U.S. Marine; Item #0004 ? custom wall mount display case, 60?x20?x36?, wood w/glass front and two shelves, 2 ea; Item #0005 ? custom uniform case, 72?Hc30?Wx24?D, to include ? mannequin; Item #0006 ? historical U.S. Marine Corps timeline banner to be placed on wall, 35?Lx12?H, 1 ea; Item #0006 ? USMC logo chair, 10 ea; Item #0007 - laminate table, 30?x30?, 5 ea. Installation and setup is part of requirement. A site visit will be conducted on Tuesday, 21 September 2004. All quest! ions regarding requirements will be addressed at that time. A tour of messhall that currently has the desired theme will be conducted. The site visit will start at 2:00P.M. on 21 September 2004. The government intends to issue one (1) award. FOB Destination to Freight Traffic Branch, Marine Corps Base, Camp Lejeune, NC 28542. Quotes other than FOB Destination will be rejected. HALL PROVIDE COMPLETED COPIES OF FAR 52.212-3 AND DFARS 252.225-7000 WITH THEIR QUOTE. The Offeror is required to provide their Contractor?s DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. DFAR 252.204-7004 (Mar 1998) Offerors are required to be registered in the Central Contractor Registration database (CCR). Offerors must be registered prior to receiving an award for this acquisition or for any future awards. Evaluation for award will be based on best value to the government. As a condition of receipt of this contract, the Service Provider agrees to implement the Department of Defense web-based software application, called Wide Are Workflow Receipt and Acceptance (WAWF-RA). This application allows DoD vendors to submit and track invoices and Receipt/Acceptance documents electronically. WAWF training can be accessed at http://www.wawftraining.com/. 52.212-2 Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: suitability of package with desired theme warranties _______________________________ price _____________________________________ past performance ________________________ (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Also submit descriptive literature with quotation and past performance information of at least one concern giving name, address and telephone number.
