- NASA/HQ plans to issue a Request for Quotation (RFQ) for parking lot services from HQ Global, Inc. for approximately 40 parking lot spaces withing immediate walking distance of the following address: Carlyle Cresent Center, 1940 Duke St., Alexandria, Virginia. These parking spaces are in support of a temporary duty location for NASA employees at this faility. These services will be required for a one year period starting October 1, 2004. A separate GSA lease agreement is already in place for office space at this facility and parking is required to support NASA's temporary facility requirements. The authority is only one responsible source 10 U.S.C.2304(c)(1). HQ Global, Inc. has sole leasing rights to the parking lot that serves this facility. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item/services using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing (via E-mail) to the identified point of contact not later than 2:00 p.m. local time on September 22, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
