Description
The US Immigration and Customs Enforcement (ICE) requires a Sole Source bridge contract with Northrop Grumman Information Technology to allow for uninterrupted critical IT support services between the expiration of Technology Enterprise Automation Management Support (TEAMS) contract and the time its replacement is in full operation. The statutory authority for this sole source procurement is 10 U.S.C. 2304(d)(1)(B) and 41 U.S.C. 253 (d)(1) per FAR 6.302-1(c)(2). This is an interim action intended to ensure continuity of support by providing a temporary "bridge" contract between the GSA TEAMS contract GS00T02ACA2582 and the competitively awarded successor contract for a TEAMS II. The period of performance will be from December 2004 through no later than June 2005. The bridge contract will allow for the continuation of services that are being provided under the competitively awarded contract GS00T02ACA2582 The bridge contract is required for the orderly transition of multiple access modes to the web-based system under the competitively awarded contract. This access ranges from traditional networked desktop services to portable and wireless systems. TEAMS support is comprised of the following support task areas: The Integrated Help Desk, Network Operations Center and Security Operations Center, Desktop-Server Support (Field Support to over 2000 separate sites nationwide) Hardware Maintenance Support Security Operations Support Asset Management IT Infrastructure Deployment Excess Equipment Warehouse ADP Operations Support IT Infrastructure Cable Plant Support Contractor program management services. The uninterrupted critical IT support services between the expiration of Technology Enterprise Automation Management Support (TEAMS) contract and the time its replacement is in full operation. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements for a critical system would result in a break in service for this critical support system. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22.
