Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED. PROPOSALS ARE NOT BEING REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) for the Center for Scientific Review (CSR) of the National Institutes of Health (NIH), intends to negotiate on a non-competitive basis with the Vanderbilt University, P.O. Box 6217 Station B, Nashville, TN 37235, to perform an evaluation on the development, administration and analysis of surveys on behavioral and social science programs. The Vanderbilt University has successfully completed two recent surveys using the same evaluation model required for this survey. In order to maintain continuity of the methodologies used for the previous surveys and due to the knowledge gained by the Vanderbilt University in the previous evaluations, an award to any other source for this evaluation would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The NIH, CSR requires a survey and evaluation expert who is familiar with the NIH peer review process and has expertise in the development, use and analysis of survey instruments. Experience in the design of the survey instrument, conducting a pretest survey, analyzing survey data, and providing written documentation of the results is required. Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, supervision, materials, supplies, equipment, and services (except as otherwise specified herein) to perform an evaluation on the development, administration and analysis of surveys on behavioral and social science programs. Specifically, the Contractor shall conduct phase 1 of the project with consists of the questionnaire, development, development of a draft survey instruments, pretesting of the survey, and making revisions to survey based on the pretesting results. Survey administration and data analysis will also be conducted in phase 1. Phase 2 consists of report preparation and the preparation of materials and presentation of the survey results. The anticipated period of performance is 30, 2004 through September 29, 2005. The Government will provide electronic files to Contractor to assist in the development of the survey. All information and materials developed as a result of this requirement is the property of the United States Government. The contractor is enjoined against unauthorized release of the facts, findings, and written materials from this requirement without the expressed, written authorization of the Contracting Officer. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) code is 541690, and the Size Standard is $6.0 million. The determination by the Government not to compete the proposed contract is solely within the discretion of the Government.
