Description
This is a Request for Information (RFI) and sources sought inquiry for salvaged sanitized military vehicles. Responses are due for this RFI by 04 October 2004. Responders are solely responsible for all expenses associated with responding to this RFI. This is NOT a request for proposal and is not to be construed as a commitment by Government to issue a solicitation or ultimately award a contract. Responses WILL NOT be considered as proposals, nor will any award be made as a result of this RFI. No Proprietary information should be submitted in response to this request. Any submissions will be considered to be public information and may be handled by non-government personnel. The Government will not pay for any information that is submitted by respondents. The Government requires 10 sanitized salvaged military vehicles. These must be despecularized by removing all reflective or refractive material. This can be done by removing glass, chrome, and shiny metals. When removal is impractical, an alternative is to paint these surfaces with non-reflective paint. Any vehicle used as a range target will have all fluids drained (except for a small amount of transmission fluid to permit the target to be dragged to the site). Batteries, hazardous materials, and radium dials (and other heavy metals present) will be removed and will be despecularized prior to its use as a target. All materials removed from potential targets will be disposed of as required by Federal, State, and local environmental procedures. All vehicles used as strafing targets will have the dense metal portions (engines, transmissions, etc?) removed before being placed on the range. Salvaged vehicles will be obtained by the government at the government?s expense from DRMO and the contractor will assume responsibility of the vehicle at the DRMO site. Locations of this range is on the Island of Hawaii in a remote location called Pohakuloa Training Area (PTA). The vehicles will be airlifted from the edge of the range into a predetermined spot inside the range. Specifically, this RFI seeks the following information: ? Identification of sources and interested parties ? and Business size ? All responses are requested to indicate if they are a large business, small business, small disadvantaged business 8(a) concern, women-owned small business, or HUB zone small business, etc. Interested companies are requested to identify their interest and capability to respond to the requirement. The Government requests answers for the following: 1. How would your company plan to airlift these sanitized vehicles into the remote location of the range? 2. How long would if take for your company to completely sanitize and have vehicles ready for placement, to include meeting environmental regulations? 3. Please provide any inputs or recommendations for this requirement.
