Description
NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT: The government intends to negotiate a sole source contract with Air Control Science to design/construct the means to reduce worker exposure to fugitive coal dust at the Central Heat and Power Plant (CHPP) on Eielson AFB, Alaska. This announcement is for i nformational purposes only. No solicitation is available. A determination by the government not to compete the proposed contract, based upon responses to this notice, is within the discretion of the government. Information received will be considered so lely for the purpose of determining whether to conduct a competitive procurement. Any offerors with interest in providing the services must submit detailed information indicating their ability to meet the governments requirements. All contractors must b e registered in the Central Contractor Registration (CCR) at https://www.bpn.gov/ccr/scripts/index.html. All inquiries must be submitted in writing or electronically by 3:00 AST on November 4, 2004. Description/Requirements: Eielson AFB is located approximately 20 miles southeast of Fairbanks, Alaska. The CHPP is a coal burning plant with 6 boilers and provides steam heat to the Base. Worker exposure to hazardous materials contained in fugitive dust created by the coal handl ing process was identified by OSHA. Air Control Science was awarded a contract to reduce exposure to the extent possible within funds available. These measures resulted in an 800% decrease in areas where methods were implemented. This follow-on action w ill serve to further reduce worker exposure by design/installation of remote control of certain conveyor functions, installation of belt cleaners, installation of crusher Jib crane, and installation of wash down equipment. The period of performance will b e no greater that 45 calendar days after award. NAICS: 236210; FSC: Y243, Estimated Magnitude: $250,000 Response: Interested parties may submit materials to demonstrate their qualifications. This IS NOT a request for competitive proposals or quotations. The government will consider responses received within 45 days after the date of publication of this synopsis.
