Description
The Department of the Navy (DoN) is soliciting qualified parties interested in entering into a Public/Private Venture (PPV) with the DoN. The legislative authority for PPV is found in P.L. 104-106 Stat 186 Section 2801 (10 U.S.C. 2871-2885). Subject to the limitations of the above-listed authorities and additional conditions and limitations as described further in the solicitation package, the DoN will contribute up to $42.7 million, 258 existing DoN owned and occupied military unaccompanied housing units including related improvements, and a leasehold interest in unimproved land for the construction of new units and support facilities in San Diego, California. The private partner (managing member) will secure debt and contribute equity, as needed, over the project lifetime and, acting on behalf of the partnership, will accomplish the following: Own, operate, manage and maintain some of the existing inventory of DoN-owned military unaccompanied housing (258 units), and; Design, finance, construct, manage and maintain 700 new market-style apartments (with associated parking and site amenities) on DoN-provided land. The Commanding Officer, Southwest Division, Naval Facilities Engineering Command, San Diego, CA utilizing a two-step ?Best Value? process, will conduct the evaluations and make the selection of the PPV partner. An Invitation for Offers (IFO), containing a Statement of Qualifications (SOQ) and an Invitation for Proposals (IFP), will be used. Step 1- Statement of Qualifications (SOQ): Interested parties are requested to submit a Statement of Qualifications (SOQ) describing their overall concept for development and their approach to the operation and management of the project; statements describing past performance with regard to developments of a similar nature, scope and scale; and statements describing financial capability/capacity are required. The DoN evaluation will include the offeror?s concept and approach, past performance, and capability and capacity for the project. DoN officials will review the Step 1 SOQ, and may meet with any or all of the respondents, and may request additional information on particular aspects of the information submitted. Based on its evaluation, the DoN will invite not more than four (4) offerors to respond to the Step 2, IFP. Step 2- Invitation for Proposals (IFP): Proposals submitted will consist of written technical and financial proposals, and may be followed by oral presentations. DoN officials will review proposals to the Step 2 IFP, may meet with any or all offerors, and may request additional information on particular aspects of the material submitted. Upon completion of its evaluation, the DoN will select the one (1) offer that, provides the ?best value? for the overall project, and will designate the offeror to a period of exclusive negotiations. During this period of exclusive negotiations, the designated offeror will: (i) work towards finalization of required project and environmental documentation; (ii) pursue local approvals; (iii) develop design plans and working drawings; and, (iv) reach an agreement with DoN officials regarding all aspects of the project. The intent of the exclusive negotiations is to enter into a Business Agreement that describes all relevant characteristics of the development, and defines all business terms and conditions, schedules and financial arrangements between the parties. Certain rights reserved by the DoN with regard to this period of exclusive negotiations are found in Section E of the IFO, ?Special Conditions and Limitations.? Inasmuch as this selection will result in an investment in a Public/Private Venture, or similar business entity, the selection is not governed by the Federal Acquisition Regulations (FAR). However, certain provisions have been selected for administrative purposes or incorporated into this offering to comply with statute. Offerors are encouraged to attend the pre-proposal conference and visits to sites currently being evaluated by the DoN pursuant to the National Environmental Policy Act (NEPA). The pre-proposal conference is scheduled for September 29, 2004, at 9:00 AM PST, at the Wyndham San Diego at Emerald Plaza, 400 West Broadway, San Diego, CA 92101. The site visits will also take place in San Diego on September 29, 2004, at 1:30 PM PST, and will depart from the pre-proposal conference location. The DoN will provide transportation from the pre-proposal conference location to the sites to be visited and back. The DoN will announce at the pre-proposal conference and prior to the site visits whether it will be permissible to bring a camera or a camcorder to the sites to take photographs of the project sites. The DoN will not provide lunch; however, lunch facilities are available in the vicinity of the pre-proposal conference location. Questions relating to this project will be answered at the conference and will be posted on the NAVFAC Website, http://esol.navfac.navy.mil, under project N68711-04-RP-04Q31. Comments, constructive criticism and any noted SOQ/IFP inconsistencies are welcomed. Arrangements to attend the pre-proposal conference and site visit shall be coordinated with the DoN Representative at least 72 hours in advance. At a minimum, a valid form of picture identification will be required. For security reasons, the DoN reserves the right to limit attendance for the site visit to two (2) representatives per firm.
