Description
NAICS Code: 333912 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote number is RFQ-DC-04-00307 for this requirement. The applicable NAICS code is 333912. It is the Government's intent to award a Blanket Purchase Agreement (BPA) and a Purchase Order by September 30, 2004 to the vendor whose quote provides the best value to the Government. The BPA will be valid nationally for a period of five (5) years. The award of a BPA does not guarantee the vendor a minimum number of orders. For potential orders placed against the Blanket Purchase Agreement (BPA) or Purchase Order, there may be multiple ship to destinations in the United States. For the purposes of the BPA, EPA intends to include in the BPA the successful vendor's entire related catalogue price list. The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations & Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. These references may be viewed at www.arnet.gov. The specific evaluation criteria to be included are the following: a) technical capability, b) price, and c) past performance. For the past performance evaluation, provide three references with contact information. Vendors must include a completed copy of 52.212-3 with their quote. Quotes must be received by 4:00 PM on Friday, September 24, 2004. REQUIREMENT DESCRIPTION: Specifications for a mobile SCBA fill system. The complete system shall be comprised of a high pressure compressor, dual-drive engine to power the compressor, purification system, storage system, fill station, air control panel and highway rated trailer. The station shall be designed for a maximum working pressure of 6,000 PSIG1. All equipment shall be new and of current design and manufacture. Used or refurbished equipment is unacceptable. The SCBA fill system consists of the following main components: High pressure compressor, Pime mover (dual drive engine) and v-belt drive, Purification system, Storage system, Air control panel, Three position SCBA fill station, Highway rated trailer, SCBA hardline hose (must conform to Scott SCBA fittings) to enable 4 lines to extend 600 feet from the trailer (including junction box and automatic rewind reels), Compressor Maintenance and check up biannually. Biannual collection of air sample. Standard Features: Full compressor instrumentation complete with a gauge for each stage of compression, and oil pressure gauge and hourmeter; Prime mover (choice of gasoline or diesel engine, with option of running off of electric); On/off switch; Instrumentation panel lights for nightime illumination; Air pressure switch; Compressor low oil pressure shutdown with fault lamp; Compressor high temperature shutdown with fault lamp; Pressure maintaining valve; Automatic condensate drain complete with combination separator/muffler, drain solenoid, timer and condensate reservoir; Electronic purification system monitor; Electronic carbon monoxide monitor complete with air regulation panel and fault lamp; Carbon monoxide monitor calibration kit; CFS-3S/DEEP containment type fill station (or equivalent model); Three fill hoses complete with bleed valves and SCBA fill adapter of choice; Dual axle, four wheel, heavy duty highway rated trailer; Battery charger; 120 volt flanged power receptacle on outside of trailer enclosure to facilitate recharging customer's supplied battery; Compressor inlet filter maintenance indicator. All standard features shall be factory installed and tested. The complete compressor/purification/storage system shall be provided on a steel frame bolted to the trailer's frame. The system shall be completely enclosed in a weather resistant enclosure. The enclosure shall provide access panels for operating, servicing and routine maintenance. All control valves, gauges and waning indicators necessary for the operation and control of the system shall be mounted in such a way that they are readily accessible and visible to the operator. Any and all shutdowns and abnormal functions of the compressor or purification system shall be immediately indicated by fault lamps and audible alarms as required by NFPA 1901. All fault lamps shall be clearly and individually labeled. The compressor will be designed for ambient operating temperatures between 40 F and 115 F. Compressor: The compressor must be capable of being powered by a gasoline/diesel motor as well as by an electric source (240V). The compressor must be capable of operating to 6,000 PSIG. Prime Mover: Equipped with a watercooled diesel engine capable of sufficiently powering the selected compressor; Electric start, 12 volt D.C.; Fuel filter; Oil filter; Alternator; Ampmeter; Inlet filter, replaceable element type; Speed control solenoid; Centrifugal clutch; Fuel tank; Enclosure for the purchaser's supplied battery; Exhaust muffler with spark arrester; Engine exhaust piped through the enclosure for external emission. Purification System: The purification system shall purify high pressure air to a quality that meets or exceeds the requirements of CGA Pamphlet G-7, Compressed Air for Human Respiration, ANS/CGA G-7.1, Commodity specification for Air, Grade E, and all other recognized standards for breathing air. Purification shall be achieved by mechanical separations of condensed oil and water droplets, adsorption of vaporous water by a desiccant, adsorption of oil vapor and elimination of noxious odors by activated carbon and conversions of carbon monoxide to respirable levels of carbon dioxide by catalyst. The high pressure purification chambers shall have a working pressure of 6000 PSIG. The purification system shall utilize replaceable cartridges. The purification system shall be designed so that the replacement of the cartridges can be accomplished without disconnecting system piping. The design of the chambers shall preclude the possibility of operating the system without cartridges installed or with improperly installed cartridges. A bleed valve shall be provided to vent the purification system to facilitate replacing the cartridges. A pressure maintaining valve and a check valve shall be supplied downstream of the purification system to increase the efficiency of the purification system by maintaining a positive back pressure. A check valve shall be supplied between the coalescing separator on the compressor's discharge line and the purification system to maintain the positive pressure in the purification system when the compressor shuts down. Per NFPA 1901, A piping connection shall be provided downstream of the pressure maintaining valve to provide an air sample for the air quality monitors. A line valve shall be installed on the purifier outlet to isolate the purifier from the remainder of the system during inspection, maintenance, and repairs. The purification system shall include a moisture monitoring system. A sensor shall be located in the purifier cartridge for direct monitoring of moisture levels. A display module shall be supplied to indicate the status of the cartridge. The system shall warn the operator, in advance, of the impending expiration of the cartridge. The compressor shall shut down automatically should the operator fail to change the cartridge within the warning period. The compressor shall not be capable of restarting until the used cartridge is replaced with a new one. The moisture monitoring system shall be of a fail-safe design. Should the electrical contact between the display module and sensor be disconnected, and immediate fault shut down shall be effected. For absolute safety and highest quality breathing air, no manual override shall be supplied for the moisture monitor. An electronic carbon monoxide monitor shall be installed after the air purification system to constantly monitor the purified air for high levels of carbon monoxide. The CO monitor shall automatically shutdown the compressor at a CO level of 10 ppm per CGA specification. The shutdown shall be visually and audibly indicated to th operator. A regulation panel shall be provided for controlling the flow and pressure of the sample air to the carbon monoxide monitor. The air regulation panel shall provide a toggle valve to allow the operator to calibrate the monitor with calibration gas. Calibration kit included. Storage System: The air storage system shall include four high pressure, ASME code stamped vessels. The vessels shall be mounted in a horizontal configuration in such a way that they are accessible for periodic inspection. The vessels shall be fabricated and stamped in accordance with Section VIII of the ASME code for unfired pressure vessels. Each vessel shall have a capacity of 491 cu ft at 6000 PSI and a safety factor of 3:1 at 6000 PSIG. To comply with OSHA 29 CFR 1910.169, each pressure vessel must have an indicating pressure gauge. High pressure valves shall be provided on the bottom of each vessel to facilitate the safe bleed of air from the vessel. The steel base shall provide protection for the valves per NFPA 1901 and protect the operator from the discharge from the valves. Fill Control Panel: The air control panel shall be illuminated for nightime operation and include the following standard features: Four air storage bank gauges; Automatic storage bypass to prioritize storage refill and facilitate filling the SCBAs directly from the compressor; Automatic sequential cascade system; A storage refill port and valve per NFPA 1901 with CGA connection; Engine controls (keyed on/off switch and engine fault light); Carbon monoxide monitor and flowmeter. CFS-3S/DEEP (Or Equivalent): A front-loaded three position containment type fill station shall be provided and located at the rear of the trailer. The CFS-3S shall totally enclose the SCBA cylinders during the refilling process. The fill station is patterned after the UNII containment fill station which will vent the expanding air away from the operator in the unlikely event of a cylinder rupturing while being filled. The fill station's outer enclosure shall be constructed of ? inch thick steel. The fill station door shall be constructed of ? inch thick steel plate and reinforced by three ? inch thick steel cylinder holders, providing a ? inch thick steel protective safety barrier between the operator and the refilling process. The fill station shall be ergonomically designed to open almost 90 for maximum operator conveniences and safety for refilling cylinders, providing unobstructed access to the cylinder holder to load and unload the cylinders. A slip resistant handle and heavy-duty gas spring shall be incorporated into the design of the fill station to assist the operator in opening and closing the fill station door. Each cylinder holder shall be lined with ABS plastic strips to prevent scuffing the outer surface of the SCBA cylinders. For complete operator protection, the fill station shall include a three point pneumatic safety interlock system that will prevent refilling SCBA cylinders unless the fill station door is closed and secured in the closed position. Three (3) fill hoses shall be located within the fill station. Each fill hose shall be equipped with a bleed valve and SCBA fill adapter of choice. CGA-346 male adapters shall be provided to anchor the fill hoses when not in use. A fill control panel shall be installed on the front of the fill station. The control panel shall be factory piped and designed to fill three SCBA or SCUBA cylinders either independently or simultaneously. The control panel shall include the following standard features: Inlet pressure gauge; Adjustable pressure regulator; Regulated pressure gauge; Three (3) fill control values; Three (3) fill pressure gauges; One (1) relief valve for regulated fill pressure; Provisions for factory or field modification to allow a different fill pressure at each fill position. Trailer: All of the components shall be mounted to a heavy duty, highway rated trailer. All of the components shall be sheltered from the elements by a weather resistant enclosure. Door panels are to be opened during the operation of the compressor to facilitate ventilation of the enclosure and equipment. The inside walls and ceiling of the trailer will be lined with vinyl sheeting. Standard Features: Dual torflex axles, four wheel chassis; Electric/hydraulic surge brake; Four (4) heavy duty leveling scissors jacks; 3" pintle eye hitch (ball coupler available); Vinyl finish on roof and walls (interior); White exterior; 1?" exhaust connection in roof; DOT required lights; Fenders; Maximum towing speed of 55 MPH; Safety chains; ATP stone guard; Aluminum diamond tread plate flooring; Weight-load matched radial tires; Hitch mounted spare tire. Testing and Preparation for Shipping: The system shall be tested by the manufacturer prior to shipment. A copy of the manufacturer's test report shall accompany the station at shipment. A manufacturer's nameplate shall include, at a minimum, manufacturer's name, model number and serial number, compressor block number, system operating pressure, compressor operating speed, compressor capacity and charging rate, motor horsepower, voltage, frequency, amperage and date of manufacture. The system shall be suitably prepared for transport. The compressor intake and similar openings shall be suitably covered. Component parts, loose parts or associated spare parts shall be packaged separately and shipped in the trailer. Documentation: A documentation package shall be supplied with the mobile compressor. The documentation package shall include, at a minimum, two operation manuals with recommended spare parts list per NFPA 1901, warranty information and a start-up/warranty registration form. The Operator's Instruction and Maintenance Manual for the breathing air station shall e as detailed as possible, outlining all operation and maintenance instructions. The manual shall include detailed illustrated drawings for the compressor block and all system components along with a complete parts listing for all illustrated components. Warnings and safety precautions shall be identified clearly in the manual. Available Accessories: The following shall be offered by the manufacturer as accessories to the system: Foldable light tower (roof mounted); Emergency stop; Additional regulated outlet with provision for additional pressure setting (relief valve); Maintenance timer; Painting to match customer's color theme; Optional 2 position fill station; DOT storage 2, 3 or 4 banks; 2 or 3 bank ASME storage; SCBA storage rack (Longer Trailer required). Warranty: The entire system shall be covered under warranty from the successful vendor. Responses will not be accepted electronically.
