- NAICS Code: 926110 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) Climate Protection Partnership Division (CPPD) Energy Star Residential Branch(ESRB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the American Council for an Energy Efficient Economy (ACEEE) of Washington, DC. ESRB's goal is to conduct a study on valuing the comfort and other non-energy benefits of Home Performance with Energy Star and other residential retrofit initiatives. The objective of this acquisition is to better understand and develop consensus on the best methodology for incorporating comfort and non-energy benefits from Home Performance with Energy Star into cost benefit analyses used by regulators, and to examine the economic value of these benefits. Key obstacles have been the lack of consensus on methodology and lack of data, particularly for Home Performance with Energy Star. However, the New York Research and Development Authority (NYSERDA) has made their data on the comfort and non-energy benefits of Home Performance with Energy Star available to ACEEE. ACEEE shall provide the necessary data to assist in a better understanding, and the development of the best consensus methodology for the incorporation of comfort and other non-energy benefits which may assist in the sell of Home Performance with Energy Star to consumers and provide greater support of Home Performance with Energy Star among utilities and regulators. This Purchase Order will be for a one-year agreement. The North American Industry Classification System (NAICS) code for this procurement is 926110. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 7 calendar days (5.203b) of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
