- NASA/LaRC has a requirement for services and components to upgrade an existing Polytec,Inc.-manufactured scanning laser vibrometer. Researchers in the Structural Dynamics Branch are involved in measuring the vibration of a wide variety of structures. A scanning laser vibrometer system offers the capability of measuring vibrations with zero mass loading, rapid data collection from a large array of measurement points, and insensitivity to environmental conditions. Because the laser system acquires data at multiple points sequentially, it is imperative that the system does so very rapidly to minimize the overall measurement time, particularly for large structures. This requires very precise and repeatable geometry control of the laser beam. The upgrade to the PSV-400 will expand NASA's test capability, but still be backwardly compatible with NASA's existing software algorithms. The new PSV-400 will significantly expand and improve NASA's test capabilities by providing improved laser optical performance via auto focusing of the beam at each measurement location, improved signal conditioning, and most significantly by providing a geometry scan engine that is used to measure the test measurement geometry with an accuracy of better than ~1 mm at over 30 meters distance. NASA/LaRC intends to purchase the services and components from Polytec, Inc. as only Polytec, Inc. has the capabilities to meet the government's upgrade requirements of the government-owned Polytec-manufactured laser. The sole source authority for this requirement is FAR 13.5 procedures. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 15, 2004 such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
