Description
This amendment consists of two elements. The first element answers questions that have arisen concerning some of the requirements of this acquisition. The second element involves modifications to the specifications. A. Is the supplier responsible for the installation and integration/testing of the listed equipment? Response - The supplier is not responsible for installation of the listed equipment. The supplier is responsible for assuring that all of the instrumentation is integrated into the data acquisition and telemetry (i.e., we need to be sure that all of the instruments talk correctly). We expect that all instrumentation delivered will be functional. B. There is a reference to a mounting bracket for the ADCPs. What does the bracket mount the ADCP to? Does the end user have the rest of the installation platform that goes into the water or does this need to be designed? If design is required, detailed information on the shoreline conditions will be needed. Response - We are looking for a "standard" mounting bracket (i.e. from the factory). If this doesn't exist then please state it in the quotation. C. Can you provide detailed information for the installation sites for the sondes and ADCPs - coordinates, site conditions, etc? Response - The site selection has not been finalized. We are primarily interested in gathering the equipment/instrumentation now. Any equipment/supplies that is generic to any siting requirement (eg. guy wires for a met tower) should be included. Any equipment/supplies that are dependent on site specific requirements should not be included. D. What is the distance from the installation sites to the USHRL? Are there any restrictions on the types of radios used for the telemetry of the data? Response - The distance from the installation sites to the USHRL is approximately 80 miles (direct line). We know of no restrictions on the types of radios, although there may be statutes from the State of Florida concerning this. The contractor shall be responsible for making sure we comply with any State or Federal codes. E. What is the required data format of the telemetered data? Response - Whatever is the most reliable, efficient and easily interfaced with data analysis requirements. F. Is the contractor responsible for any data handling/processing at the USHRL or to just provide a data stream? Response - We would prefer to use an off-the-shelf data handling/processing software package. This should be included in the quote. G. There is a reference to the met towers that need to be provided with concrete pads, guy wires, etc. Is the equipment provider responsible for the tower installation? Response - No. See question C. H. Can you provide detailed information, coordinates, site conditions, etc., for the proposed met tower sites? Response - No. See question C. I. What is the expected equipment insitu duration? Is the installation contractor expected to provide routine maintenance for cleaning and proper operation of the instruments? Response - The equipment will be deployed for extended periods (years). The USHRL will provide routine maintenance or will seek a contract outside of this acquisition to provide this service. These specifications for CLIN 3, identical Acoustic Doppler Current Profilers (ADCPs), are amended as shown by the addition of the capitalized text. 1. The ADCPs shall have integrated compass and tilt (or "pitch and roll") sensors IF IT IS REQUIRED FOR accurate vertical and horizontal installation of the ADCPs. 4. The ADCPs shall have an additional third transducer facing the water surface which samples water stage acoustically. It shall have a range of AT LEAST 0.25M-5.0M and have an accuracy of at least plus or minus 0.25 percent and a resolution of AT LEAST 1 CM. 5. The ADCPs shall also have a pressure transducer to ensure data quality. They shall have a range of 0.1m-10.0m and have an accuracy of at least plus or minus 0.5 percent and a resolution of AT LEAST 0.5 CM. 7. The ADCPs shall communicate via RS-232 with SDI-12 OR WITH A RECOGNIZED INDUSTRY STANDARD PLATFORM OF COMPARABLE QUALITY, RELIABILITY AND TRANSFER RATE. They must also support simultaneous SDI-12, and internal logging to ensure data redundancy. They shall also support serial baud rates from 300-115,000 bps. 8. The ADCPs shall also have the ability to output AT LEAST 5 cells SDI-12 standard. The due date for the quotations remains unchanged.
