Description
The Spanish Government has issued a Notification of Intent (NOI) of its Intention for Bidding (IFB) from all NATO countries related to its plan to extend the Allied Command Europe (ACE) Automated Command and Control Information Systems (ACCIS) Core Capability to the Management Information Systems (MIS) Bi-Strategic Command (Bi-SC) project 51503024 at Life Cycle Cost (LCC)-Land Madrid Temporary (Spain). The project is to be funded under the NATO Security Investment Program (NSIP). Summary of Requirements: 1. Bi-SC CP 5A0050/9B0020 identifies resource requirements to provide Supreme Headquarters Allied Powers Europe (SHAPE), Supreme Allied Commander Atlantic (SACLANT), the Regional Headquarters (RHQs), the Joint-Headquarters (JHQs) and the component Headquarters (HQs) with an AIS Core Capability to operate effectively across the spectrum of conflict and will ensure a seamless C2 across all levels of command, both static and deployed. 2. Project 51S03024, titled ?Extent the ACE AIS Core Capability to the MIS? will take the ACE ACCIS Increment 1 software baseline and install it on all current Command MIS systems. The benefits of such a move are in rationalization of the support for these systems and the creation of a common level of capability across all the Commands. As well as installing the common software baseline, this project will also implement local networks where needed at the NATO UNCLASSIFIED (NU) and NATO RESTRICTED (NR) (i.e. BUSINESS SENSITIVE) level and provide a common solution to Internet connection. 3. NSIP Project Joint Office (NPJO) with this Notification of Intent (NOI) intends to procure the works package through the use of the Basic International Competitive Bidding Procedure. 4. Host Nation Spain, through NPJO, intends to invite bids for the provision of the Public Access LAN at LCC-Land HQ temporary facilities Madrid. 5. The reference of the Invitation for Bidding (IFB) related to this NOI is NPJO/2001/51S03024-0/IFB-1/NOI-1 and all correspondence concerning this IFB should reference this number. 6. The IFB related to this NOI is planned to be issued in July 2005, with a bid closing date in December 2005 and a contract award in January 2006. However, every effort will be made to anticipate these dates. 7. It is requested that JNPO be provided with a list of qualified and certified firms, which may be interested in receiving an IFB for this project, not later than May 31 2005. 8. The National Delegations are advised that the IFB package will contain material of a classified nature. All firms acting as bidders, and the successful contractor, may be required to have access to information or restricted areas classified as ?NATO SECRET?, therefore prospective bidders must have the appropriate security clearance. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMININATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED ?DECLARATION OF ELIGIBILITY?. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CAN NOT BE CONSIDERED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT.
