Description

The U.S. Department of Veterans Affairs, Austin Automation Center (AAC), Austin, TX intends to negotiate on a sole source basis with PKWARE of Ohio, Inc. for a version upgrade from PKZIP/MVS to PKZIP for zSeries 5.6 Secure Enterprise Edition. The AAC has an existing software and license for PKZIP/MVS and all terms and conditions of the original license agreement will apply to the version upgrade. This upgrade includes the associated software maintenance services, which the VA has also been renewing for the original software product. Software maintenance services include providing software updates, releases, and reasonable technical support. The statutory authority for this sole source procurement is 41 U.S.C. 253(c)(1). The award will be made as a commercial acquisition under FAR Part 12. The anticipated period of performance is FY 2005 (10/1/04 through 9/30/05) and three option years (FY06 through FY08). THIS IS NOT A REQUEST FOR PROPOSALS. However, interested parties must respond in writing and the response must be received by noon (Central) on 9/27/04. In addition, responses must include pricing and documentation in sufficient detail to allow evaluation of the service and prices. This includes the vendor_s published commercial price list, and GSA contract and price list (if one exists). Interested parties will be considered only if the response includes clear and convincing evidence that they have been granted rights by PKWARE of Ohio, Inc. to provide the software, license and maintenance services on the proprietary software identified herein. No solicitation documents are currently available and requests for such will not be acknowledged. If one is issued, no additional synopsis will be published. The determination to open competition based on responses received is solely within the discretion of the Government. No telephone inquiries will be accepted. Responses may be faxed to 512-326-6028 to the attention of the Contracting Officer, with the hard copy to follow in overnight mail.
