Description
This is a combined synopsis and solicitation for the following commercial service: provide all labor, tools, parts, materials and transportation necessary to repair/service the items listed below: Remove non-compliant Dry Chemical systems to meet current UL-300, N.F.P.A. 96, 17A fire code requirement. To include tank, control head, hardware, piping fittings and nozzles, detection line and dry contract for electrical connections to fan, fire alarm and shunt trip breakers. Include a K class, wet chemical portable fire extinguisher. Ensure hood system is fully functional and meets all code requirements. Submit plans to base authority. Perform discharge tests to ensure systems comply with the UL-300 standard. This solicitation is 100% set aside for small business concerns. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, however a Statement of Work will be available at the below mentioned site visit. This solicitation is issued as a request for quote (RFQ). All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 238220 applies to this procurement. FOB: Destination. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, applies to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. The provision at FAR 52.215-1, Instructions to Offerors--Competitive Acquisitions applies to this solicitation. Award will be based on price and past performance, with past performance being the major determining factor for award. The Government intends to evaluate and award without discussions on this procurement. All quotes must be forwarded to the below POC. Quotes are required to be received no later than 4:00 PM, Saturday, September 25, 2004. There will be a site visit on 23 September 2004 at 9:00 a.m. EST.
