Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a synopsis for commercial items using Simplified Acquisition Procedures in accordance with FAR 13, as supplemented with additional information included in this notice. Numbered Note 22 applies. The North American Industry Classification System code is 511210, with a size standard of $21 million. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is N00178-04-Q-3076. The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following items on a Sole Source Basis from Green Hills Software, Inc., 30 West Sola Street, Santa Barbara, CA 93101-2599: two (2) each AdaMULTI Integrated Development Environment (IDE) for debugging of PowerPC INTEGRITY target, Part Number GA-MA-PPC-IR-INT-W; two (2) each annual software support for AdaMULTI IDE, Part Number at GA-MA-PPC-IR-INT-W; one (1) event analyzer for PowerPC INTEGRITY target, Part Number GA-EA-PPC-NO-INT-W; one (1) each annual software support for event analyzer for PowerPC INTEGRITY target, Part Number at GA-EA-PPC-NO-INT-W; two (2) each C/C plus plus PowerPC cross compiler, Part Number G-CC-PPC-NO-UNS-W; two (2) each annual software support for C/C plus plus PowerPC cross compiler, Part Number at G-CC-PPC-NO-UNS-W; one (1) each royalty-free INTEGRITY development license, Part Number GA-INTA-LIN-PPC; one (1) each annual software support for INTEGRITY development license, Par! t Number at GA-INTA-LIN-PPC. The items are being acquired on a sole source basis because compatibility with the existing code, which was developed/compiled using the Green Hills environment and compiler, is essential. The software development environment provided shall have the following salient characteristics: (1) single vendor solution, (2) full mixed language support, Ada, C, C plus plus, (3) tight integration of board support packages, Real Time Operating System, and the Ada/C runtime environments, (4) memory protection and partitioning, (5) debug integrated development environment, also support run control software and hardware, (6) APIs must be fast, intuitive, and object oriented, (7) development environment must be POSIX.1 (multi process, signals, file systems, FD management, device I/O, C language support), POSIX.1b (asynchronous I/O, mapped files, memlock, memlock range, message passing, realtime signals, semaphores, shared memory, synchronous I/O, timers, Fsync! ), and POSIX.1c (thread creation/deletion, kill, cancel, mutex, cleanup, wait, attr stackadd, attr attacksize, priority inherit, memory protect, priority scheduling, time-safe functions) conformant and meet ARINC 653, (8) device driver support must be flexible and support Synergy Microsystems PowerPC 7457 dual G4 and Echotek ADC boards, (9) development software must incorporate an integrated development environment between compiler, builder, debugger, and operating system, (10) must provide seamless multi-language support (Ada, C/C plus plus, Fortran). The resulting purchase orders will be awarded on DD Form 1155. The Government will award order(s) to the responsible offeror or offerors whose offers are determined to be most advantageous to the Government. Offerors must be determined to be responsible in accordance with FAR 9.104-1, and must be registered in the Central Contractor Registration (CCR). All items are to be priced FOB Destination Dahlgren, VA. The closing ! date for this announcement is 1200 EST 27 September 2004 with award anticipated to be made no later than 28 September 2004. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATIONS AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis and/or solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. Interested parties other than Green Hills Software must be able to demonstrate, in writing, their capability to provide the specific make and model specified herein or items meeting the above characteristics.
