Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to various Federal and non-Federal facilities in the State of Maryland and the District of Columbia in the PEPCO service territory. The successful offeror will supply electricity and transmission for a contract term of ten (10) full billing months beginning with the February 2005 meter read for Maryland and the first meter immediately following February 8, 2005 in the District of Columbia. Two option periods of one year each will be included in the contract and will be priced and evaluated. The approximate annual electric requirement for 132 accounts is 2,060,000,000 kWh with 400 MW of peak demand. Monthly billing data for all accounts and interval data (for select accounts) will be posted via amendment to the solicitation. The Government will require a single rate schedule price to apply to all accounts that will remain fixed for the base term. Option year pricing will consist of a supply margin to the PJM LMP for the PEPCO zone. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price for all accounts and meets the solicitation's minimum technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on October 21, 2004 at the GSA Bid Room (see solicitation for address). Pricing will be submitted in accordance with the solicitation on October 27, 2004 no later than 10:30 a.m. This procurement is being conducted on an unrestricted basis.
