- Solicitation SP0100-04-R-0028 has been cancelled in its entirety. The subject requirement is being re-solicited under SP0100-04-R-0184. The Boot, Intermediate Cold/Wet W/Safety Toe shall be manufactured in accordance with CR/PD 04-26 dated 09 September 2004. Quantities: Base: MIN: 8,778 pr/MAX: 21,150 pr., Options I thru IV: Base: MIN: 8,340 pr/MAX: 21,150 pr. Destination will be New Cumberland, PA. First delivery is due 150 days after date of award. Procurement will be issued Unrestricted and will be evaluated under Best Value Procedures with the following evaluation factors: Product Demonstration Models, Experience/Past Performance, Socio-Economic and Javits-Wagner O'Day (JWOD). Availability of solicitations, FAR 5.2019d) applies, as our office no longer issues solicitaitons or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.mil/home after December 17,2003 (Estimated). The Defense appropriations and authorization acts and other statutes(including what is commonly referred to as "The Berry amendment") impose restrictions on the DOD's acquisition of foreign products and services. Generally Clothing and Textiles items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or puerto Rico, unless one of hte DFARS 225.7002-2 excptions applies.
