Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), number 04EASAM040170 is for the purchase of membership services and access to best practices, research, and executive education for senior procurement executives. These services and membership are to increase the effectiveness of procurement executives and their enterprises by disseminating and learning current and best strategies in the procurement arena. It allows access to published materials including principal research and project support in the area of procurement and member events including retreats, leadership briefings, forums, and teleconferences. This membership also includes online tools and services including research archives, projects, registers for member events, peer databases and resource centers. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE, THE PROCUREMENT STRATEGY COUNCIL, 2000 PENNSYLVANIA AVE, NW, SUITE 6000, WASHINGTON, DC 20006 CAPABLE OF SATISFYING THE REQUIREMENT DESCRIBED HEREIN AND INTENDS TO NEGOTIATE AN AWARD ON A SOLE-SOURCE BASIS UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. The NAICS Code for this procurement is 611430 with a Size Standard $6.0 million. The following items are being purchased from the Procurement Strategy Council: A 12-month membership for the Department of Health and Human Services, including: Unlimited access to a custom project library of proprietary research in the acquisition field by staff, and a series of annual executive retreats. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular (FAC) No. 23 (6/18/2004). The provision at FAR 52.212-1, Instruction to Offerors ? Commercial Items (JAN 2004), and the clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (OCT 2003) apply to this acquisition. Offerors shall submit an Offeror Representations and Certifications ? Commercial Items (MAY 2004) with their offer. Firms having the ability to provide the items as stated above shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact persons(s) and phone number(s); technical literature; GSA Schedule, if applicable, and pricing. A determination by the Government not to compete this proposed contract based upon responses to this notice is considered solely for the purposes of determining whether to conduct a competitive procurement.
