Description
In accordance with the procedures specified in the Attachment B of revised OMB Circular A-76, dated May 29, 2003, this notification represents the formal public announcement and official start date of a streamlined competition for the Visual Information Services function performed within the Office of Visual Communication at the Federal Highway Administration (FHWA), located at 400 7th Street, S.W., Washington, DC. Employees performing this function produce a wide variety of visual communications products such as video, graphics, writing and editing, and print in order to publicize and promote FHWA programs and services, and to provide information to the public. These products include brochures, program cards, logos, illustrations, covers, posters, exhibits, digital images, multimedia and interactive presentations, CD-ROM development, DVD-ROM development, plaques, motion and still photography, web pages and virtually any printed product. Services also include project management, communications planning, event planning, layout and design, video editing, audio recording, videography services, video and audio duplication, and vu-graph production. Government personnel consisting of nine (9) commercial activity FTE represent the incumbent service provider at this location. The estimated work will be costed on the basis of three years of performance, and the results will be valid for five years. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. THIS IS NOT A SOLICITATION, NO SOLICITATION SHOULD BE ANTICIPATED, AND PROPOSALS ARE THEREFORE NOT REQUESTED. The Competitive Sourcing Official (CSO) is J. Richard Capka. The competitive sourcing point of contact and responsible Contracting Officer is Jodi Condes. The CSO has approved a time limit waiver for this study; the study will be completed in 135 days, running from September 23, 2004, through February 4, 2005. This Streamlined Study number is FHWA-CS-2004-02.
