- EXECUTIVE TRANSITION ASSISTANCE WORKSHOPS: The Air Combat Command Contracting Squadron at Langley AFB, VA intends to award a sole source contract to Cook Consultants, 6108 Welborn Dr., Bethesda, MD 20816, U.S.A. The North American Industry Classification System Code is 611430, and the RFQ is restricted to small businesses. All specifications must be met. ACC Contracting Squadron, Langley AFB has a requirement for: 1. GENERAL TASK DESCRIPTION. Provide Executive Transition Assistance Program seminars (E-TAP) at Langley and Offutt AFBs for officers in the grade of 0-6 and above and DOD civilians employees in the grade of GS-15 and above. Seminars are designed to assist senior officers and seniors civilians retiring from the Air force with their move into the corporate civilian employment arena. Contractor will provide deliverables as referenced in para 3. 2. REFERENCE. This contract is solicited for HQ Air Combat Command, Directorate of Personnel, Family Matters Program. 3. SPECIFIC TASK DESCRIPTION a. Deliverables/Format. The Contractor shall provide paper copies of the seminar workbook for each participant. All materials are to be printed on a laser printer, formatted in MS Word and bound in 3 ring, tabbed notebooks. HQ ACC/DPPF does not require copies of deliverables. Contractor will deliver a standard course curriculum as referenced in para 4. Contractor will meet with ACC/DPPF team to review work design of the training and to make/receive recommendations for changes/modifications as necessary prior to September 30, 2004. b. Specific tasks are as follows. Contractor will provide a two 4 day seminars at two ACC bases FSCs (Langley AFB and Offutt AFB) for 35 participants per seminar. ACC/DPPF team will work with contactor to adjust training needs as identified during the year test period to be completed September 30, 2005. Components of the training preparation are identified as: (1) Prepare course scenario, course procedures, and course agenda. (2) Coordinate Course with ACC/DPPF team. (3) Prepare Course Materials. (4) Provide Course Materials to bases (5) Conduct E-TAP seminars 4. The Government will furnish or make available to the Contractor any documentation deemed necessary to accomplish this task. All necessary equipment for actual training days (overhead, flip charts, laptop, LCD projector, etc.) as well as meeting rooms will be provided by government. Contractor is expected to work independently at a location of their choice in developing various deliverables. 6. TRAVEL. Travel and per diem for one contractor to provide two trainings at each geographic location is included in the contract price. 7. SECURITY INSTRUCTIONS. Project is unclassified ? access to classified information is not required. 8. DUTY INFORMATION. Other than actual training days specified in contract, contractor?s duty location and duty hours are not pre-determined. Each 4 day seminar will be conducted from 0800-1630 each day. Length of Course: 4 days per seminar (7.5 hours each day with 1-hour lunch). This is a sole source procurement under the authority of FAR 6.302-1, Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. This will be a firm fixed price contract. If there are any other businesses that can provide the specified items, they must respond to this notice before 1200hrs on 25 September 2004. Offerors responding to this notice must provide proof that their equipment will meet the requirements stated herein. Information must be submitted to the Contracting Officer and at a minimum include equipment brochures, and company literature. If no responses are received by the above date, a sole source procurement with Cook Consultants will be pursued. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information.
