- This is to provide Notice of Intent to award on a sole source basis to provide all personnel, equipment, material and other items necessary to provide the following: Statement of Work for Air Force Integrated Learning Center Network-Centric Assessment License Upgrade 1.0 Background. 1.1 This project is in direct support of the Air Force Integrated Learning Center (AFILC) that is managed and operated by Air Force Institute for Advanced Distributed Learning (AFIADL). AFIADL is responsible for promoting, delivering, and managing advanced distributed learning (ADL) for the United States Air Force. AFIADL supports formal training and educational programs for the Air Force, Air National Guard, and Air Force Reserve. AFIADL deploys ADL courses to Department of Defense (DoD) military and civil service employees as well as employees in all federal agencies. To accomplish the above mission objectives, AFIADL implements policy and vision for the Air Force ADL Program, coordinates with the Air Staff advocate for ADL, budgets and programs funds for ADL implementation and sustainment, and coordinates requirements with DoD and other agencies. 1.2 To support AF implementation of DoD-mandated ADL efforts, AFIADL purchased the commercial off-the-shelf (COTS) product, Questionmark Corporation?s Perception (Internet testing and assessment software) in August 2003. AFIADL desires to increase the number of licenses for the on-line testing COTS product to keep pace with user requirements; specifically, the number of users requiring access and usage of the currently installed product on the AFILC. 1.3 The AFILC supports an enterprise infrastructure and provides the operational solution for delivery and management of Air Force network-centric and instructor-led ADL training. Assessment of learning utilizing COTS testing software is a critical piece to the ADL mission. 2.0 Introduction: Description of Services. 2.1 Scope: The contractor shall increase the number of licenses for the Questionmark Perception software product to the limits identified under section 3 of this SOW. 2.2 Questionmark Perception software shall be meet Aviation Industry CBT (Computer-Based Training) Committee (AICC) standards and as well as Shareable Content Object Reference Model (SCORM) conformancy dictated by Department of Defense Instruction. 2.2 Performance: Work is to be accomplished for the Air Force Institute for Advanced Distributed Learning. Certification by the Government of satisfactory services provided is contingent upon the contractor performing in accordance with the terms and conditions of the SOW, the approved task proposal, any associated work orders, and all amendments. 3.0 Task Descriptions: To meet these objectives, the contractor, in partnership with AFIADL, shall provide the following upgrade licensing requirements: 3.1 Oracle with Questionmark Secure Browser Windows Authoring Software, Version 3: 3.1.1 Increase the number of user license from 10,000 users to ?unlimited? number of users. 3.1.2 Authorized number of participants in security database: unlimited 3.1.3 Authorized number of participants using API: unlimited 3.1.4 Authorized number of admin users: 600 3.1.5 Authorized number of admin users for Browser-Based Authoring (BBA): 3 3.1.6 Authorized number of assessments per period: unlimited 3.1.7 Term of license: perpetual 3.1.8 Authorized number of installs: 1 3.1.9 Publishing to Perception for Web Server using: Oracle 3.2 Questionmark Perception Windows-Based Authoring (WBA) Packages: 3.2.1 Increase the number of permitted installs from 10 to 40 3.2.2 Term of license: perpetual 3.2.3 Publishing to Qpacks: permitted 3.2.4 Publishing to Perception for Web Server using Microsoft 3.3 Browser-Based Authoring Packages: 3.3.1 Add number of permitted installs: 100 3.3.2 Database permitted: Microsoft Access, Microsoft SQL and Oracle 3.3.3 Term of license: perpetual 3.4 Annual Software Support Plan 3.4.1 Upgrades?both major and minor 3.4.2 Technical support 3.5 On-Site training and training materials 3.5.1 Cover up to 15 users and administrators 4.0 Service Delivery Summary. The contractor will have 10 workdays to make corrections (if requested). Upon receipt of the final deliverables, AFIADL/DL will have 5 workdays for final review prior to acceptance or provide documented reasons for non-acceptance. 5.0 Government-Furnished Property and Services. 5.1 Facilities: On-site facilities are available when more conducive for meeting deliverable requirements. 5.2 Points of Contact: 5.2.1 The primary program manager for the government is Patrick M. However, travel will be required to/from contractor site to Maxwell AFB-Gunter Annex to perform on-site training. The contractor shall ensure that the requested travel costs will not exceed what has been authorized in the task order. The travel expenses are limited by the Government Travel Regulations. 6.2.1 6.3 Work Site Access: Contractor personnel can access the AFIADL work area under this contract between the duty hours of 0700 to 1700, Monday through Friday, except Federal holidays. 6.4. Security Requirements 6.4.1 Service Provider Notification Responsibilities. The service provider shall notify the Information Security Program Manager (ISPM) at each operating location 30 days before on-base performance of the service. The notification shall include: a. Name, address, and telephone number of service provider representatives. b. The contract number and contracting agency. c. The reason for the service (i.e., work to be performed). d. The location(s) of service performance and future performance, if known. e. The date service performance begins. f.
