Description
The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Regents of the University of California, Office of Contract and Grant Administration, for UCLA School of Engineering and Applied Sciences, 10920 Wilshire Blvd. Suite 1200, Los Angeles, CA 90024-6502. This acquisition is unrestricted. The NAICS code is 541710, FSC/SVC-AC21. Size standard 1,000. The following items will be procured: R&D effort to develop a new fiber/resin system for solid rocket motor casing. The principal investigator (PI) will work with a rocket motor prime to determine whether one or more of the following should be worked on: a.) new fiber sizing, b.) new resin matrix c.) interfacial modifiers, d.) new fiber. The PI will then work on the proposed area for improvement and deliver test coupons (4 plates at least 2? X2? in size) that will than be sent to AFRL/PRSM at Edwards AFB for characterization. The Air Force is not making this award a competitive procurement because UCLA?s School of Engineering and Applied Sciences has demonstrated a unique capability to provide the particular research services proposed. Less than 4 US academics are known to be working on solid rocket motor composite casings, which have specific and unique requirements. Parties interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a Research and Development contract (i.e., patent rights, data, scientific and technical reports, insurance, etc.) in accordance with FAR Part 35. All responsible sources may submit a bid, proposal, or quotation for consideration. Anticipated Award date is 15 Oct 2004. Responses must be received no later than (NLT) 08 Sep 2004. This notice of intent is not a request for competitive proposals. However, the Government will consider all responsible responses received within 15 days of the publication of this notice. A determination by the Air Force not to compete this acquisition based upon responses to this notice is solely within the discretion of the Air Force. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
