- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation FA8751-05-Q-0019 is being issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular 2001-24 and DFAR Change Notice 20040917. NAICS Code for this service is 561790, and the size standard for this is $6,000,000.00. This solicitation is set aside 100% for Small Business. Snow removal operations shall start 1 Nov 04 and continue until 15 Apr 05. This is the basic year. There are FOUR option years to follow, and all option years will begin service on 01 Nov and end on 15 Apr. There is a minimum requirement of a Five (5) ton plow and wing, snowblower, and snow shovels. The site will be in operation 24 hours per day, and any accumulation of four inches or more require snow removal within one-hour. The address of the site that needs snow removal sercices is 5251 Burleson Rd, Oneida NY 13421. The approximate square yardage of area that requires snow removal is 8,200 Square Yardage. Attached is the Statement of Work that is in more detail. Award will be based on price. The Service Contract Act is applicable, and attached is a copy of the Wage Determination No: 94-2383 Rev (21) for Syracuse NY area. Include a completed copy of Offerors Representations and Certifications?Commercial Items, DFAR 252.225-7035, with your quotation. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, is applicable. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition including the following FAR clauses cited under 52.212-5: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition including the following DFAR clauses cited under 252.204-7004 Required Central Contractor Registration, 252.247-7024: Notification of Transportation of Supplies By Sea. To be eligible to receive a contract award from a Department of Defense (DoD), contractors must be registered in the DoD Central Contractor Registration Database.
