Description
The 354th Contracting Squadron intends to proceed to synopsize the following: SCOPE: Service non-personal to provide all parts, labor, transportation, and facilities necessary to provide maintenance on boilers. To establish an emergency service contract for an on-call contractor to perform repairs on coal fired boilers at the Clear AFS Central Heat & Power Plant for one year. MAINTENANCE: Maintenance will be performed as directed by the contracting officer or designed representative. Contractor will be available for 24 hr. response for emergency repairs. (a) Maintenance servicing includes welding repairs on water wall tube, super heater tubes, economizer tubes, generating tubes, pier tubes, front header, sidewall headers, rear header, super heater header, mud drums, steam drums, power piping, blow down drains, valves, safeties, hand holes, manholes, soot blowers, baffles, gas passes, stokers, grate systems, undercarriage frame work, louvers, fans, brick work, refractory, and ancillary equipment associated with the operation of coal fired boilers. This will include the rolling of tubes into the headers and replacing tubes. All work will be performed by certified welders (ASME) and journeyman boilermakers and accepted by State of Alaska Boiler Inspector. (b) The government will reimburse the contractor for parts and material (at contractor cost) required to return boiler equipment to operational condition. (c) Contractor will be responsible for Boiler Inspection costs. QUALIFICATIONS: Contactor will have ?R? stamp as accepted by ASME code. Contractor will have minimum 5 years current experience making repairs to coal fired power boilers. Contractor will have all tools, welding machines, tube rollers, and material available to complete repairs. This procurement is a total small business set-aside. The forthcoming RFP document, Reference No: FA5004-04-T-00_ _, and all incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 2001-06. This acquisition has a NAICS code of 811310, SIC of 7699, Employee Standard/Size Standard of $6M, and FSC of J099. Contractor must also be CCR registered to receive the aforementioned award. Commercial practices still apply. The expected Period of Performance will be from on/about 1 October 2004 thru 30 September 2005. It is anticipated that the solicitation will be issued electronically on or about 23-24 September 2004 on the Electronic Posting System (EPS) at www.eps.gov. Once the solicitation is posted, it will only be issued electronically. It will be available only via the Federal Business Opportunities web site (http://www.fedbizopps.gov/). Potential offerors will be responsible for downloading their own copy of the solicitation package. No paper copies will be furnished. Potential offerors MUST register at www.fedbizopps.gov in order to receive notification and/or changes to the synopsis and resultant solicitation. No bidders mailing list will be maintained. Interested contractors are encouraged to submit their contact information by registering as an interested vendor utilizing the "Register as an Interested Vendor" button. Please note that this function is separate from the "Register to Receive Notification" function. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.ccr.gov/or by calling the CCR Registration Center at 1-888-227-2423. You must register on that site in order to receive notification of changes to the solicitation. You will need the viewers for Microsoft Word (.doc), Acrobat Reader (.pdf), and Source View (.svd) to be able to view the solicitation documents. These viewers can be downloaded off of the EPS website. No site visit is scheduled or will one be held.
