Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Simulation, Training & Support, Orlando, FL for sustaining engineering services for government owned Consolidated Automated Support System (CASS) testers/stations. The Government intends to modifiy the Consolidated Service Pool (CSP) Basic Agreement (BA) N68335-00-H-0103 to add a CLIN for training work/computer-based training. The effort will include but will not be limited to identifying training requirements and software/hardware support, interface processes, expected audience requirements, etc. The final product will be compliant with the Navy-Marine Corps Intranet (NMCI), shareable-content object reference model (SCORM) and other Navy requirements. The Navy is looking to develop an in-service training product that will support the 6705 Navy Enlisted Classification (NEC) Code ? Advanced CASS Maintainer. A sampe of the Computer Based Topis would include: DICONS, ATLAS Code, CASS HPDTS and HPDTS LCU. All of the training will be related to the CASS tester/station. The period of performance for each delivery will vary depending on the task, however no period of performance will exceed the Basic Agreement time frame. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. As the original equipment manufacturer, Lockheed Martin is the only contractor with the necessary technical, engineering, and logistics expertise to perform these tasks. All responsible sources are encouraged to submit a proposal, which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-00-H-0103 Train. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. No solicitations will be available for this procurement.
