PLACE OF PERFORMANCE: USAID/Cairo, Egypt. SECURITY ACCESS: Employment Authorization (no access) AREA OF CONSIDERATION: U.S. Citizens/U.S. Resident Aliens POSITION DESCRIPTION I. Introduction: Organizational Location of the Position: The position requires residence in Cairo, Egypt. Cairo is the largest city in Africa and the Middle East. It has a number of urban problems such as severe pollution, and traffic congestion. However, it is relatively crime-free and offers many cultural and recreational opportunities, including major museums, important historical sites, and most sports. The Red Sea and the Mediterranean Sea are easily reachable and provide opportunities for most water sports, especially snorkeling and scuba diving. USAID/Egypt Program: USAID/Egypt manages the largest and one of the most diverse programs in USAID. The program is highly visible and consequently attracts intense State Department interest, Embassy oversight, and Congressional scrutiny. Over the last 25 years, USAID has made a $5.0 billion investment in the electric power and water and wastewater (W/W) sector in Egypt. Under the power program, USAID?s objective is to increase capacity and improve efficiency of electric power grid control centers, power plants and distribution lines. Over $2.5 billion has been invested for construction and modernization of power infrastructure, institutional development and power sector reforms. USAID is currently managing a power sector program including almost $250 million of power utility construction and additional programs in power institutional/policy support. The institutional programs include financial management training, establishment of a power pool for power transactions, establishment and support of an electric power regulatory agency and leadership development programs in electric power management training. Under the water and wastewater program, USAID?s objective is to improve access by Egyptians to more reliable, higher-quality utility services. This is accomplished by increasing the capacity and efficiency of W/W infrastructure, improving the cost recovery and commercial orientation of utilities companies, and assisting in the establishment of a legal and regulatory framework needed to encourage private sector management and financing. Expanded and more effectively managed W/W infrastructure facilities will improve urban environmental quality and the health of millions of Egyptians, and will enhance service delivery. To achieve its development objectives, USAID is currently managing a W/W program valued at approximately $750 million. Most funding is programmed for the construction of major new W/W treatment facilities. II. Basic Functions Based in Cairo, the Senior Engineer will report to the USAID/Cairo Team Leader for the water/wastewater, telecommunications and power components of the Infrastructure Strategic Objective (SO) Team. The Senior Engineer will serve as an engineering officer and activity manager for assigned portions of the USAID-financed W/W, telecommunications and power program portfolio. He/she will be responsible for providing a full range of program management services on large, complex water/wastewater, telecommunications and power construction activities. These include: advice, planning, coordination, monitoring, information gathering, analysis, design, evaluation, and representing the Mission in contacts with development partners in the Government of Egypt (GOE), and with USAID-financed contractors, official visitors, and other stakeholders in the program. Incumbent is responsible for the management and oversight of large, diverse and complex water, telecommunications and electric power infrastructure development activities. Activities are implemented through USAID direct contracts for master planning of infrastructure investments, construction design, and construction supervision. Construction services are procured under USAID-financed contracts executed and administered by GOE-owned power, telecommunications and water and wastewater utilities (also referred to as ?implementing agencies?). These GOE contracts (also referred to herein as ?host country contracts?) are advertised, awarded and administered by host country implementing agencies in accordance with USAID host country contracting regulations and procedures. Incumbent is also responsible for development of training strategies and programs, monitoring systems, data management systems and operating and maintenance programs. He/she exercises considerable autonomy in making technical judgments, evaluations and decisions. III. Specific Duties and Responsibilities The incumbent will have the following duties and responsibilities: 1. Provides advice and guidance to senior Mission staff and members of the power, telecommunications and W/W Strategic Objective (SO) team on alternative approaches to resolve problems and achieve the Mission's infrastructure development objectives in the power, telecommunications and W/W Sectors. 2. Serves as responsible manager for assigned components of the USAID financed power, telecommunications and W/W program and acts as a primary USAID point of contact with the GOE implementing agencies relative to activities under his/her purview. 3. Provides the full range of engineering analysis and support services involving the planning and implementation of programs and proposed activities within the power, telecommunications and W/W sectors. Keeps abreast of current development in the power, telecommunications and W/W sectors including recent technological developments, host country needs and capabilities, and national concerns, issues trends and changes in GOE policy and regulations. 4. Carries out the full range of activity administration tasks. These include drafting project implementation letters, preparing action memoranda and reports, estimating expenditures, reviewing payment vouchers, responding to audits, assessing claims, and performing other related activities. 5. Participates in project implementation unit meetings and other technical meetings as required. 6. Develops and maintains continuing contacts with officials within GOE implementing agencies, suppliers and contractors in order to coordinate the development and implementation of assigned programs and activities. 7. Advises and assists GOE implementing agencies, contractors and others on the implementation of assigned USAID financed power, telecommunications and W/W activities including compliance with the terms of grant agreements, contract administration and enforcement, procurement of goods and services, project coordination and scheduling, financial matters and compliance with USG and USAID regulations. Participates in negotiations with GOE agencies on Program Agreements, formal understandings, and contracts and their modifications. 8. Advises and assists GOE implementing agencies in the development of detailed engineering designs, plans and cost estimates for assigned programs and activities. Reviews, evaluates, and makes professional recommendations concerning the engineering feasibility of plans developed. Analyzes and evaluates designs, drawings, specifications, schedules and lists of equipment requirements and recommends USAID's position on assistance commitments for activities. 9. Assists GOE implementing agencies in the preparation of procurement documentation and the review of technical proposals, invitations for bid, award recommendations, and contracts regarding engineering accuracy and technical adequacy. 10. Provides advice and assistance in evaluating the impact of USAID-funded power, telecommunications and W/W activities on achieving the Mission's development objectives. 11. Monitors the adequacy and acceptability of the delivery of various goods and services provided under approved activities including construction, equipment installation and training activities through field inspections, reviewing contractor reports, and meetings with project personnel and contractor representatives. 12. Submits reports and memoranda to the SO Team Leader and other Mission managers that provide the status of program implementation and attainment of results, identify problems and propose corrective actions, and summarize field visits and/or relevant job-related meetings. Reports shall be of sufficient scope so as to be useful to USAID in fully monitoring the progress of contract administration and reviewing contractor performance. Where deficiencies are noted, recommends corrective action. 13. Performs other tasks as assigned by the incumbent?s supervisor. Basic qualifications and selective factors 1. Education (15 Points): A bachelor degree in civil engineering or equivalent discipline is required, with additional degrees or licensing, or international equivalent preferred. Registration in the U.S. as a Professional Engineer is highly desirable. Post graduate training and/or a Masters Degree in a relevant discipline is desirable. 2. Prior Work Experience (30 Points): a. A minimum of 15 years of progressively more responsible experience in the following areas is required: construction design, construction supervision, operation and maintenance of large, complex facilities, and/or related project management. Specialized experience related to water/wastewater facilities is highly desirable. b. Specific experience in USAID construction project management is highly desirable, including a strong working knowledge of host country contracting as a method of construction activity implementation. 3. Language Proficiency (10 Points): Fluency in written and spoken English is required, with advanced writing skills. Knowledge of Arabic and the Egyptian cultural/work environment is not required but is desirable. 4. Knowledge Requirements (25 Points): Knowledge of U.S. Government policies and procedures for technical program monitoring and management is highly desirable. Knowledge of FIDIC contracting is also desirable. Demonstrated ability to provide engineering oversight of large complex construction activities that are implemented under complex social and political conditions by U.S. design/supervision and construction services contractors is desirable. Abilities and Skills(20 Points): a. Demonstrated ability to work in a team-based environment with senior engineers, supervising complex projects in a large geographic area. a. Demonstrated analytical and independent decision-making skills in heavy workload/high stress work environments. b. Demonstrated ability to prepare required reports in proper format and language. IV. TYPE AND DURATION OF APPOINTMENT: Employment shall be through an A.I.D. Personal Services Contract for a period of one year with an option to renew for another year. This Personal Services Contract is subject to the availability of funds. V.
