PERIOD OF PERFORMANCE: December 2004 - December 2005 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The candidate will be the senior technical expert and manager of the Logistics Unit within the Narcotics Affairs Section in support of the bilateral counter-narcotics program with an annual budget of approximately $23 million and an aggregate of over $100 million. The position is based at the Logistics Operations Center located at the NAS compound at the Lima airport and with regional responsibilities including offices and warehouses in Pucallpa, Iquitos and Tingo Maria along with other forward operating locations within Peru. Directs all logistics functions to include property book, supply/equipment management, property authorizations, material maintenance management, support agreements, transportation and other service management programs. Oversees Property Book to include procurement, stock control, accountability, inventory management, and disposal. Manages administration and supervises development of logistic policies and programs; develops, directs, and administers plans and procedures and implements regulation to sustain continued and effective supply and logistical support. Ensures mission equipment requirements are identified, justified, and documented. Directs End-Use Monitoring Program (EUM). Directs supply issue programs and develops and implements practical and efficient solutions for complex and unique logistical problems. Establishes program goals and objectives for subordinates and evaluates work performance. II. Statement of Work and Responsibilities: Has overall responsibility for maintaining property accountability for a wide variety of classes of property in a significant number of organization locations. Develops, refines, interprets, and issues supply management policies and procedures. Develops policies and procedures for requisitioning, issuing, maintaining equipment and supplies. Coordinates these policies with management officials of other organizations. Has overall responsibility for maintaining property accountability for a wide variety of classes of property in a significant number of organization locations. Analyzes database requirements, works closely with systems developers and is responsible for the accuracy and completeness of computerized inventory of expendable and non-expendable stocks and for maintaining and coordinating the NAS End-Use Monitoring Program (EUM) to conduct inspections and inventories of approximately $100 million in donated commodities. Responsible for customs clearances of all counter-narcotics equipment, supplies and materials with an annual value of approximately $12 million too include aircraft parts, supplies and materials along with hazardous materials. Provides coordination and control of shipments with ocean carriers, inland shippers and port authorities. Responsible for planning, implementing and overseeing all maintenance and construction projects to expand and/or improve NAS Logistics facilities and the overall security of the same. Responsible for maintenance and repairs of approximately 45 NAS program vehicles and inventory controls of over 400 donated counterpart vehicles nationwide. Exercises the full range of supervisory duties over 15 to 20 subordinate administrative and clerical employees graded through the FSN 9 level and includes counterpart logistics personnel. Acts as airport manager at NAS facilities offices/warehouse compound that houses and supports between 20 to 30 NAS: NAS contractors, counterpart personnel and other Embassy section personnel and coordinates approximately 250 tons of counter-narcotics air cargo and ground freight annually. Works closely with high-ranking foreign government and military officials to coordinate donations and advises and assists with disposals of obsolete materials. Travels to Forward Operating Bases (FOB) and Forward Operating Locations (FOL) to conduct inspections and inventories. III. Minimum Qualifications: Knowledge: Specialized experience is comprehensive knowledge of principles, concepts, and methodology of the NAS Logistics supply and maintenance management program, and to a slightly lesser degree, significant knowledge of the International transportation programs and host country customs clearance regulations and procedures. This knowledge is required to develop a viable NAS supply management program, and to be the program office technical expert/advisor in the area of logistics/supply. Comprehensive administrative and managerial knowledge/skills are an inherent part of this position. A thorough knowledge of applicable Federal, NAS, INL, and DOS, and a variety of local regulations as they apply to the DOL supply, maintenance and transportation mission and functions. As incumbent of a position encompassing three major disciplines, must be able to integrate these functions and devise modified work operations in a merged efficient operation, resolving complex problems and developing, adapting, and improving guidelines/procedures in a streamlined organization. Education: Completion of four-year university studies in administration or engineering field or five years logistics experience. Prior work experience: Minimum 5 years logistics experience in a supervisory position in a Latin American country is required. Experience working with military, aircraft or riverine logistics operations is required. Skills: Extensive computer knowledge of computer software programs particularly of inventory and stock management programs is required. Ability to write and communicate effectively Ability to interact, coordinate, and negotiate with working level host country officials. Ability to operate independently. Skill in oral and written communication to prepare and present complex analyses, recommendations and solutions, including proposals and reports. Demonstrated experience and proven good performance in working and operating in a foreign policy government, including participation in law enforcement or other counter-narcotics projects. Languages: English 4/4 and Spanish 3/3 are required. U.S. citizen, eligible for a State Department security clearance. Work Environment: Physically able to live in Peru and to engage in frequent in-country travel to remote and primitive locations. Must be in good physical health and condition for walking, crawling, and climbing in a jungle environment. Factor 1. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
