Description
PROVIDE: MESS ATTENDANTS FOR 2 Geographically Separated Units (GSUs) of the Washington Air National Guard in the Spokane, WA area at or near the 99011 zip code approximately 2 days per month. NAICS code for this solicitation is 561720, size standar d for said NAICS is $14.0 million. This is a synopsis of the description of work. It is not a full and detailed description. The full and detailed description of the need will be identified and is anticipated to be issued 14 October 2004. Description of service: Mess Attendant (title)  Clean dining facility, which includes the dining room, clipper room, and dishwashing room. Cleanup food and beverage spills immediately. Clean equipment and utensils: Includes all food service equipment, serving line, and all pans and utensils used in food service preparation to include storage of utensils in designated kitchen area after cleaning. Assist in preparation, replenishing, and serving of food  to include replenishment of food serving lines and salad/food/drink bars. Responsible for general cleanliness of the dining facility  to include light fixtures, windows, tables, chairs, air vents, floors, walls, countertops, drawers, refrigeration equipment, ovens/stoves, serving line, service bars (drin k and food type), and the total cleanliness of dining facility wash rooms  to include commodes, wash basins, urinals, and floors/walls/doors. Mess attendant employees (contract employees) shall be responsible for all sanitation to include the transmittal of kitchen wastes to on-site disposal containers/dumpsters. Mess attendants shall also clean the dining room to include replenishment of condiments, clean tables/chairs, and sweep/vacuum/mop floors. Contractor shall furnish its own supervisory personnel and personnel management system. Contract employees will be free from communicable diseases. Contractor shall adhere to the Food Code Manual, US Public Heath Service, FDA 1997, and all local codes and regulations of the State of Washington relating to food service sanitation procedures. Contractor will ensure mess attendants are provided all training necessary to employees and maintain records of all training on-site, and have the records available for Government review. Contractor/contractor employees will be expected to abide by all security regulations of the installation which may be in effect during the contract period. Contractor shall implement a safety program for attendants performing work und er this contract. Contractor shall furnish contractor employee uniforms and related items. Contractor shall furnish cleaning supplies related to the work its employees supply during contract service hours (i.e. towels, paper towels, cleaning products). C ontractor shall provide sufficient personnel to cover all requirements. Contractor employees shall meet personal hygiene requirements. These requirements are listed in the solicitation. Services are generally needed 2 days per month during the units Unit Training Assemblies (UTAs aka Drills). UTAs are normally on one pre-selected weekend per month. However, the units may have periodic schedule changes which require more or less days per month; the average is two days per month. The amount of hours ea ch day that the contract employees would be needed is approximately 8 hours. The units may have exercises that may last from 36 to over 100 hours (in the solicitation). Contractor will be responsible for maintaining quality control.
